Council Minutes of 2-21-2017 <br />performs for our senior citizens. The Committee voted 3-0 in favor of the <br />Resolution. <br />Councilwoman Williamson Chairman of the Streets and Transportation Committee: <br />The Streets and Transportation Committee met on Tuesday, February 21, 2017 at 7:00 <br />p.m. Present were committee members Williamson, Hemann and Limpert; Council <br />members Brossard, Kearney and Schumann; Mayor Kennedy, Director of Safety & <br />Service Glauner and guests. <br />Discussed was Resolution 2017-16. A Resolution authorizing the Mayor to enter <br />into a cooperation agreement with Cuyahoga County/The Cuyahoga County <br />Department of Public Works for mutual obligations related to the rehabilitation of <br />Cedar Point Bridge No. 00.49 in the City of North Olmsted. Director Glauner <br />explained this project is a total reconstruction of the bridge located east of <br />Frostville. The total estimated cost of the project is $2,268,000.00, all of which <br />will be paid by County and Federal funds. The agreement between the City and <br />County is necessary to provide the County with authorization to utilize the County <br />Motor Vehicle License Tax Fund to fund the project. The County will be <br />responsible for engineering, bidding, construction, supervision and administration <br />of the project. They will also continue to maintain future structural elements of <br />the bridge. The City will be responsible for maintaining the surface of the bridge <br />and routine maintenance as necessary. Construction is set to begin in 2019. A <br />motion was made to recommend to Council and passed 3-0. <br />Councilman Schumann Chairman of the Building, Zoning & Development Committee: <br />The Building, Zoning & Development Committee met on Tuesday, February 14, 2017 at <br />7:30 p.m. Present were committee members Schumann and Barker; Council members <br />Brossard, Kearney and Limpert; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Planning & <br />Development Wenger and guests. <br />• Discussed was Resolution 2017-19. An Ordinance amending Chapter 1321 of the <br />Codified Ordinances of the City of North Olmsted entitled "Permit and Inspection <br />Fees", for the purpose of updating fee schedules, and declaring an emergency. <br />Director Wenger explained the proposed changes of fees in Chapter 1321, which <br />include some minor increases, practical adjustments and even reductions. The <br />Committee voted to recommend to Council by a vote of 2-0 with suspension as <br />these changes need to be in place for the upcoming spring permit season. <br />Councilman Schumann requested personal privilege. Wednesday the 22nd from 5 to 7 <br />p.m. in Council Chambers the Planning Department will be hosting an Open House for <br />the purpose of educating the public regarding the proposed changes to the City of North <br />Olmsted Zoning Map and proposed updating to the City Ordinances dealing with <br />construction, development and re -development within the commercial districts. It is my <br />hope that all of Council will be in attendance. <br />Briefly, these changes will modernize our zoning code. They will create four zoning <br />districts where today we only have one, provide guidance to developers and city officials, <br />
