Council Minutes of 2-21-2017 <br />remove some red tape which encumbers development, develop smarter regulations and <br />create the opportunity to develop a town center through new mixed use zoning. What it <br />won't do is force any business or resident to make changes or improvements to existing <br />properties or change their taxes. <br />This proposal has been in the works for a long time. It was mentioned as part of several <br />Master Plans. Going on two years, with Director Wenger acting as quarterback an Ad <br />Hoc Committee made up of the Planning Department, Building, Council and Law <br />Department officials as well as members of the Planning Commission, Chamber of <br />Commerce, the public and other stakeholders have been meeting with a paid consultant <br />working and reworking the proposed changes. This has not been done in a vacuum. We <br />have had numerous occasions for comment and input from residents and business alike. <br />A few days ago, the Board of the Chamber of Commerce gave its blessing to the <br />proposal. As the proposal moves forward there will be several more opportunities for <br />public comment and input. <br />In the time I have been on Council, I have had the pleasure of working with Council and <br />the Administration on some very important changes to the City and the way City Hall <br />functions. I'm proud of what we have accomplished. I believe that this will be the most <br />important decision we will make long term. Planning and zoning done properly lays the <br />ground work for the next generation and generations to follow. I probably won't live to <br />see all the results of these changes, but it's not for us. It's for my grandchildren, if I ever <br />have any, and Carrie's grandchildren and even Nicole's grandchildren. <br />Councilman Limpert Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on Tuesday, February 14, 2017 at 7:40 p.m. <br />Present were committee members Limpert and Brossard; Council members Kearney, <br />Schumann and Barker; Council President Jones; Director of Finance Copfer, Director of <br />Human Resources Gallo, Director of Planning & Development Wenger and guests. <br />• Discussed was Ordinance 2017-17. An Ordinance amending Section 1363.302.2 <br />of Chapter 1363 of the Real Property Maintenance Code entitled "Discarded <br />Materials" in order to provide standards for trash receptacles on commercial <br />properties. Director Wenger explained that while there are requirements for <br />management of blight in the residential section of the code, the business section of <br />1363.302.2 is not as detailed. Ms. Wenger as well as the committee thought this <br />would provide a balance, if not a broad brush requirement, on commercial <br />businesses. It allows action to be taken in the interest of cleanliness for removal of <br />discarded material in areas where cited as an issue. The motion was made to <br />recommend approval 2-0. <br />Councilwoman Hemann Chairman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, February 21, 2017 at 7:05 <br />p.m. Present were committee members Hemann, Limpert and Kearney; Council members <br />Brossard, Schumann and Williamson; Mayor Kennedy, Director of Safety & Service <br />Glauner and guests. <br />4 <br />
