Council Minutes of 3-7-2017 <br />passed unanimously. Resolution 2017-15 adopted 6-0 [Councilman Limpert added his <br />yes vote in accordance with Council Rule 23 Recording Vote of Absent Member at the <br />March 21, 2017 meeting]. <br />Resolution 2017-16 introduced by Mayor Kennedy and was given its third reading. A <br />Resolution authorizing the Mayor to enter into a cooperation agreement with Cuyahoga <br />County/The Cuyahoga County Department of Public Works for mutual obligations <br />related to the rehabilitation of Cedar Point Bridge No. 00.49 in the City of North <br />Olmsted. Councilwoman Williamson moved for adoption. The motion was seconded by <br />Councilwoman Hemann and passed unanimously. Resolution 2017-16 adopted 5-0. <br />Ordinance 2017-17 introduced by Councilman Limpert and was given its third reading. <br />An Ordinance amending Section 1363.302.2 of Chapter 1363 of the Real Property <br />Maintenance Code entitled "Discarded Materials" in order to provide standards for trash <br />receptacles on commercial properties. Councilman Brossard moved for adoption. The <br />motion was seconded by Councilwoman Hemann and passed unanimously. Ordinance <br />2017-17 adopted 6-0 [Councilman Limpert added his yes vote in accordance with <br />Council Rule 23 Recording Vote of Absent Member at the March 21, 2017 meeting]. <br />Resolution 2017-24 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution dispensing with the RFQ process and authorizing the Mayor to renew a <br />contract with MB3 Consulting LLC for the purpose of providing economic development <br />consulting services to the City. <br />Resolution 2017-25 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution dispensing with the Request for Proposal (R.F.P.) process required to obtain <br />the services of a vendor to provide plumbing and HVAC preventative maintenance <br />services at the Recreation Center and authorizing the Mayor to enter into a two (2) year <br />contract with the Brewer -Garrett Company, and declaring an emergency. <br />Resolution 2017-26 was introduced and placed on first reading by Mayor Kennedy on <br />behalf of himself, Council President Jones and all of Council. A Resolution to impose an <br />extended moratorium on the granting of building permits or certificates of occupancy for <br />any building, structure, use or change of use that would enable the cultivation, <br />processing, or retail sale of medical marijuana for a period not to exceed six (6) months <br />from the effective date of this Resolution, in order to allow the City Administration, <br />Council and the North Olmsted Planning & Design Commission to review applicable <br />Ohio Statutes, Criminal Codes and the North Olmsted Zoning Code relative to such use, <br />and declaring an emergency. Councilman Kearney made a motion to waive the rule <br />requiring three readings and formal committee review as this was discussed in Caucus <br />and needs to be approved as soon as possible.
