Council Minutes of 3-21-2017
be hired we should hire the next person coming in for the interview. That really
took us back, a candidate for the position thought highly enough of Mr. Scholtz to
recommend him for the job.
Director of Law Gareau:
• Congratulated Mr. Rory and Mr. Scholtz on being sworn in and talked about how
it is always great to see this happening. He said it's a relatively new tradition, but
is glad it is happening and complimented the Mayor and hopes he will continue to
have the Oath of Office given at Council meetings.
• Congratulated Daniel Rahm. This is the first chance I've had to say this
publically. I've known Mr. Rahm and his family for a number of years and I
know he will do an excellent job.
• In the matter concerning Pine Basin. The City has prepared all the documents
necessary to commence litigation over the appropriation of the real estate to
expand the basin, which is under construction. Director Glauner has photos and a
copy is attached to the minutes. In one final effort to avoid litigation, the City and
Board of Education have agreed to attempt a nonbinding meditation to see if we
could find some sort of compromise. When the date is selected, I will advise
Council and let you know the outcome of it.
• The City has been named as a defendant in the matter of U.S. Bank NA v. Scott M.
Koberna, et al. It's a foreclosure matter. The City gets named in these cases from
time to time if we have some sort of assessment for mowing the lawn or doing
some work on the property.
• The 2016 Rocky River Municipal Court Report has been issued. In 2016, there
were 149 felony charges in the City of North Olmsted. Theft compromised 36 of
those, while receiving stolen property was 17. Those were the two most common.
In 2015, it was 160. So it's fairly close. Not surprisingly theft and drug possession
were the most common in 2015. For some traffic and criminal violations one can
be cited under the North Olmsted Codified Ordinances or the Ohio Revised Code.
Under the North Olmsted Codified Ordinances there were a total of 150 criminal
violations. Fifty one of those were Building Code prosecutions in the Rocky River
Municipal Court, which is up from last year. There were 749 State of Ohio
criminal violations, which theft was the most common at 393. In terms of traffic
offenses, there were a total of 242 State Code and 373 City of North Olmsted
violations. Driving under suspension and speeding were the most common.
• The City of North Olmsted will be participating in an arbitration of a grievance on
Thursday. It is a claim by an AFSCME Service Unit Employee that they were not
compensated for the total hours worked.
Finance Director Copfer:
• Our audit for 2016 began this week for on-site work. We have been doing things
and transmitting back and forth, but now they are on-site.
• I also wanted to welcome Mr. Rahm to City Council and let him know my door is
open if he has any questions or concerns.
Council President Jones Chairwoman of the Committee of the Whole:
2
