Council Minutes of 3-21-2017 <br />The Committee of the Whole met on Tuesday, March 21, 2017 at 7:26 p.m. Present were <br />Council members Brossard, Hemann, Kearney, Limpert, Schumann and Williamson; <br />Council President Jones; Mayor Kennedy, Director of Law Gareau, Director of Safety & <br />Service Glauner, Council Ward II Appointee Rahm and guests. <br />• The Committee met because there is a new member being appointed to Council <br />and it is required to meet to assign Committee Chairs and Membership. Council <br />had discussion about the precedent that had been set that if there is a Council <br />appointment to fill a term the appointee traditionally sits in the committee <br />assignments of the person they replace. Council will do a full reorganization in <br />January after this year's elections take place. A motion was made by Councilman <br />Kearney to put Mr. Rahm in the committee assignments previously held by Mr. <br />Barker. It was seconded by Councilwoman Williamson and passed 6-0. <br />Councilman Brossard Chairman of the Recreation, Public Parks and Buildings <br />Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, March 21, 2017 <br />at 7:15 p.m. Present were committee members Brossard, Kearney and Schumann; <br />Council member Limpert; Mayor Kennedy, Director of Safety & Service Glauner, <br />Recreation Commissioner Betsy Drenski and guests. <br />• Discussed was Ordinance 2017-27. An Ordinance dispensing with the Request for <br />Proposal Process ("RFP") and authorizing the Mayor to enter into an agreement <br />with John Patrick Picard Architect, Inc., to provide professional design services to <br />the City for repair of the Recreation Center tennis and gymnastics roof areas, and <br />declaring an emergency. Commissioner Drenski summarized the details. The <br />Recreation Department would like to complete this project before the winter as <br />the current insulation is shot and it is extremely cold in the winter months. <br />Additionally, it also leaks water. The estimated cost of the project is $28,585.00. <br />JPP Architect was chosen because they possess an unique working knowledge of <br />the Recreation Center. Councilman Brossard made a motion for approval with <br />suspension of the rules. It was seconded by Councilman Kearney. The committee <br />voted 3-0 in favor of recommending the Ordinance with suspension. <br />Councilman Limpert asked for a moment of personal privilege. I just want to welcome <br />Mr. Rahm. After knowing him for over 25 years it is great to have you up here and I have <br />a lot of confidence you will serve the City well. Thank you. <br />Councilman Rahm asked for a moment of personal privilege. I just want to say thank you <br />to Council as a whole, you have been very supportive the last couple of weeks. I want to <br />thank Law Director Gareau for his comments, the Mayor and Ms. Copfer for their <br />comments as well. I'd like to thank my family in the front row. They have always been <br />there for me. That's my support system, specifically my wife who allows me to do things <br />like this whenever I feel the need. I would like to thank the North Olmsted community <br />and the schools specifically, they have laid part of the foundation that has led to the <br />things in my career. <br />3 <br />
