Council Minutes of 3-21-2017 Ordinance 2017-27 introduced by Mayor Kennedy and was given its second reading. An Ordinance dispensing with the Request for Proposal Process ("RFP") and authorizing the Mayor to enter into an agreement with John Patrick Picard Architect, Inc., to provide professional design services to the City for repair of the Recreation Center tennis and gymnastics roof areas, and declaring an emergency. Councilman Brossard made a motion to suspend the rules requiring three readings as this was discussed in committee and is an issue of timing. Ordinance 2017-27 adopted 7-0. Resolution 2017-28 was introduced and placed on first reading by Mayor Kennedy. A Resolution Authorizing the Director of Public Service to advertise for bids for the purchase of bulk treated rock salt for ice and snow removal operations as detailed in specifications on file and further authorizing the Mayor to enter into a contract with the lowest and best bidder, after Board of Control approval. Resolution 2017-29 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Service to advertise for bids for the service of leaf collection as per the specifications on file and, further authorizing the Mayor to enter into a contract for the same with the lowest and best bidder, after Board of Control approval. Resolution 2017-30 was introduced and placed on first reading by Council President Jones. A Resolution proclaiming May 14`" through May 20' as substance abuse prevention week in the City of North Olmsted, and declaring an emergency. Resolution 2017-31 was introduced and placed on first reading by Mayor Kennedy on behalf of himself and Councilman Schumann. A Resolution authorizing the Director of Planning and Development to advertise for bids for the award of a contract to provide concrete sidewalk replacement services for the Burns Road Sidewalk Improvement Project, as detailed in the specifications on file with the Engineer, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder. Ordinance 2017-32 was introduced and placed on first reading by Mayor Kennedy on behalf of himself, Council President Jones and Councilman Schumann. An Ordinance (1) amending Chapters 1115 "Definitions," 1117 "Administration and Enforcement," 1118 "Conditional Use Permit," 1119 "Building Permit and Certifications of Occupancy," 1121 "Penalties and Remedies," 1126 "Commercial and Other Building Permits," 1139 "Business Districts," and 1161 "Offstreet Parking and Loading" all within Chapter Eleven of the Codified Ordinances of the City of North Olmsted Titled "Planning and Zoning Code," (2) adopting new Appendix A "Tree and Plant List' for the Planning and Zoning Code and (3) adopting the Revised Zoning Map of the City of North Olmsted, all for the purpose of implementing Zoning Code changes proposed by the City of North Olmsted Planning and Design Commission. 5
