CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2017 - 32 <br />By: Mayor Kennedy, President of Council Dailey Jones and Councilman Schumann <br />AN ORDINANCE (1) AMENDING CHAPTERS 1115 <br />"DEFINITIONS," 1117 "ADMINISTRATION AND <br />ENFORCEMENT, " 1118 "CONDITIONAL USE PERMIT," 1119 <br />"BUILDING PERMIT AND CERTIFICATES OF OCCUPANCY," 1121 <br />"PENALTIES AND REMEDIES, " 1126 "COMMERC14L AND OTHER <br />BUILDING PERMITS," 1139 `BUSINESS DISTRICTS," AND 1161 <br />"OFFSTREET PARKING AND LOADING" ALL WITHIN CHAPTER <br />ELEVEN OF THE CODIFIED ORDINANCES OF THE CITY OF <br />NORTH OLMSTED TITLED "PLANNING AND ZONING CODE," (2) <br />ADOPTING NEW APPENDIX A "TREE AND PLANT LIST" FOR <br />THE PLANNING AND ZONING CODE AND (3) ADOPTING THE <br />REVISED ZONING MAP OF THE CITY OF NORTH OLMSTED, ALL <br />FOR THE PURPOSE OF IMPLEMENTING ZONING CODE <br />CHANGES PROPOSED BY THE CITY OF NORTH OLMSTED <br />PLANNING AND DESIGN COMMISSION, AS AMENDED. <br />WHEREAS, in 2015, after careful deliberation, this City Council passed Ordinance 2015- <br />15, thereby adopting the Master Plan of the City of North Olmsted; and <br />WHEREAS, the 2015 Master Plan for the City of North Olmsted envisioned changes to <br />the City Zoning Code that would, among other things, alter the character of the Lorain Road <br />Corridor and promote smart growth and redevelopment in the future; and <br />WHEREAS, the Master Plan further recommended an ongoing review, audit and update <br />of the City Zoning Code; and <br />WHEREAS, in April of 2015, Director of Planning and Development Kimberly Wenger <br />suggested that the City begin the process of implementing the recommendations of the 2015 <br />Master Plan; and <br />WHEREAS, upon the recommendation of Director Wenger, this Council passed 2015-24, <br />authorizing the retention of a zoning code consultant to work with Director Wenger to develop <br />zoning code changes in furtherance of the objectives of the 2015 Master Plan; and <br />WHEREAS, with great effort on the part of Director Wenger and her staff, her volunteer <br />review committee, and the members of the Planning and Design Commission, a draft of zoning <br />code changes was brought forward by the Planning and Design Commission and considered by <br />the same, after duly noticed public hearing, on February 22, 2017; and <br />
