Development Plan Review <br />a. The Planning and Development Director shall prepare a report for the Planning and <br />Design Commission's review. The staff report and application materials shall be <br />distributed to the Planning and Design Commission prior to the public hearing. <br />b. The Planning and Design Commission shall consider the development plan against <br />the requirements of this ordinanoe, the review standards of this chapter and the <br />standards for conditional use permits, if applicable. The Planning and Design <br />Commission shall make a recommendation to City Council on the application. <br />6. City Council Action. City Council shall review the application, staff report and comments <br />by members of the Planning and Design Commission and public and make a final <br />decision on the application. City Council shall consider the development plan against the <br />requirements of this ordinance, the review standards of this chapter and the standards <br />for conditional use permits, if applicable. <br />a. If approved, two (2) copies of the development plan shall be signed and dated by the <br />Planning and Development Director. One (1) copy shall be kept on file with the City <br />and one (1) copy shall be returned to the applicant or his designated representative. <br />b. If the plan is approved with conditions, two (2) copies of the revised plan shall be <br />submitted reflecting those conditions which will be signed by the Planning and <br />Development Director prior to the issuance of any permits. <br />7. Appeals. The decision of City Council shall be final and may only be reviewed by a Court <br />of Common Pleas, pursuant to the provisions of Chapter 2506 of the Ohio Revised <br />Code. <br />Section 1126.06 Development Plan RequireMents, <br />A. Required Content. Each development plan submitted shall contain the information set forth <br />below, as applicable. <br />ADDlicant and Site Information. <br />a. Names and addresses of the applicant and property owner. <br />a. Name and contact information for the professional individual or firm who prepared <br />the development plan. <br />b. Address ;and common description of the property and permanent parcel number. <br />c. Legal description of the subject property. <br />d. Total acreage and net acreage (land minus public or private right-of-way). <br />e. Ev elpmpf property ownership or written power of attorney when the applicant is <br />actin "as an'agent:of the property owner. <br />2, ;Site Plan, A site,plan with the following information: <br />a. Plans shall consist of an overall layout for the entire development, drawn to an <br />engineer's scale of not less than 1 inch = 50 feet for property less than 3 acres, or 1 <br />inch = 100 feet for property 3 acres or more in size. Sheet size shall be sufficient to <br />show adequate detail. If a large development is show in sections on multiple sheets, <br />then one (1) overall composite sheet shall be included. <br />b. Title block with sheet number/title name, address and telephone number of the <br />applicant and firm or individual who prepared the plans and date(s) of submission <br />and any revisions (month, day, year). <br />c. Scale and north -point. <br />d. Location map drawn to a separate scale with north -point showing surrounding land, <br />water features, zoning and streets within a quarter mile. <br />e.
