1115.02 PLANNING AND ZONING CODE 18 <br />(5) "Board" means the Building and Zoning Board of Appeals. <br />(6) "Buffer zone" means a zone in the form of a strip of land, usually a landscaped <br />open area, designed to separate incompatible land uses. <br />(7) "Building Code" means the ordinance adopted by the City that prescribes <br />minimum standards for the construction of buildings within its boundaries. <br />(8) "Building Official" means the official, or his authorized representative, charged <br />with the administration and enforcement of the Zoning Code and other <br />ordinances, laws, rules and regulations relating to the use, erection, construction, <br />alteration and repair of any buildings, structures and equipment therefor or the <br />use of the land. <br />(9) "Building permit" means a permit that the Municipality issues before such <br />activities as construction, substantial rehabilitation or alteration can legally take <br />place. <br />(10) "Bylaws" means a set of rules that provide for the organization and ongoing <br />operations of a legal body or entity, such as a homeowner's association. <br />(11) "Centralized sewerage system" means that individual lots are connected to a <br />common disposal system whether publicly or privately owned and operated. <br />(12) "City" means the City of North Olmsted. <br />(13) "Clerk" means the duly acting Clerk of Council. <br />(14) "Cluster development" means a development approach in which building lots may <br />be reduced in size and buildings sited closer together, usually in groups or <br />clusters in accordance with the provisions of this Code. <br />(15) "Code" means the Zoning Code of the City of North Olmsted. <br />(16) "Commission" means the Planning and Design Commission. <br />(17) "Common area" means land, facilities and other improvements that are owned <br />and used jointly by groups of property owners. <br />(18) "Condominium." See Ohio R.C. 5311.01. <br />(19) "Council" means the legislative body of the City. <br />(20) "Country club" means property operated not for profit but for the benefit of a <br />defined membership offering facilities for outdoor recreation including, but not <br />limited to, golf, tennis, swimming and archery and providing meals or <br />entertainment only for members and their guests. <br />(21) "County" means the County of Cuyahoga, Ohio. <br />(22) "Data" means known or collected facts that can be analyzed and interpreted so <br />that conclusions may be drawn. <br />(23) "Day-care center (nursery school)" means a facility for the care of preschool <br />children. <br />(24) "Dedication" means the transfer of land or an interest in land (for example, a <br />right of way or easement) by its owner to public ownership, to be used for a <br />public purpose. <br />(25) "Deed" means a written instrument by which the owner of real estate (grantor) <br />conveys his land, or an interest in his land, to another (grantee). <br />(26) "Density" means a ratio of population, residential units or floor area of <br />development to a unit of land area. <br />December 2016 Replacement <br />
