19 Definitions 1115.02 <br />(27) "Design continuity" means a principle of design wherein one or more elements <br />within the natural or man-made environment provide a unifying or connecting <br />feature for a particular setting. <br />(28) "Design review" means the mandatory submission of a site or building design for <br />review by a design review body constituted to comment or make <br />recommendations on the design or to grant approval. <br />(29) "Design standards" means a set of guidelines defining parameters to be followed <br />in the design of a building or development. <br />(30) "Developer" means a person who commences proceedings under this Code to <br />effect the development or redevelopment of land for himself or for another. <br />(31) "Development" means a planning or construction project involving substantial <br />property improvement and, usually change of land use character within the site. <br />(32) "Development area" means a parcel or parcels of land not less than the minimum <br />area of land permitted by this Code to be developed by a single owner or a group <br />of owners, acting jointly, which may consist of a parcel or assembled parcels, and <br />includes a related group of dwellings or other structures planned and developed <br />as an entity under the development procedures of this Code. <br />(33) "Drive -In facilities" means commercial enterprises that permit the consumer to <br />do business without leaving his car. <br />(34) "Easement" means an interest in or right of use over the land of another. <br />(35) "Elevation" means: <br />A. A scale drawing of the view of one side of a building or structure that <br />indicates location and dimensions of doors and windows, floor -to -floor <br />heights and the final grade level of the ground adjacent to the building in <br />relation to the floor level. Elevations generally show the types of wall <br />finishes --such as wood, stone, brick, metal and glass --and architectural <br />details, such as style of doors, windows and exterior stairs; and <br />B. The altitude above sea level. <br />(36) "Engineer" means the City Engineer. <br />(37) "Family" means one or more persons occupying a premises and living as a single <br />housekeeping unit, whether or not related to each other by birth or marriage. <br />(38) "Game room or amusement arcade" means a place of business wherein a building <br />or any part of a building has more than two mechanical amusement devices which <br />are used for the purpose of public entertainment through the operation, use or <br />play of any amusement device which is operated by placing therein any coin, <br />plate, disc, plug, key or token of value, or by the payment of a fee. <br />(39) 'Grade (established street)" means the elevation established by the Municipality <br />at the roadway, centerline or curb in front of the lot. <br />(40) "Grade (finished)" means the elevation of the finished surface of the ground <br />adjoining the building after final grading and normal settlement. <br />(41) "Grade (natural)" means the elevation of the undisturbed natural surface of the <br />ground prior to an excavation or fill. <br />(42) "Greenhouse (commercial)" means a structure containing 400 square feet or more <br />of floor area used primarily for the raising of products for sale either on a <br />wholesale or retail basis whether on or off the lot. <br />(43) "Greenhouse (private)" means a structure containing less than 400 square feet of <br />floor area, in which no produce, plants or flowers are raised for sale or sold <br />whether on or off the lot. <br />(44) "Home occupation" means a gainful occupation enumerated in this Code <br />conducted by members of a resident family wholly within a dwelling. <br />December 2016 Replacement <br />
