1161.02 PLANNING AND ZONING CODE 124 (a) To relieve congestion so that the streets can be utilized more fully for movement of traffic; (b) To promote the safety and convenience of pedestrians by separating parking areas and extensive car movements in the vicinity of pedestrian ways; (c) To protect adjoining residential neighborhoods from vehicular traffic congestion; and (d) To promote the general convenience, welfare and prosperity of residential, business, service and manufacturing development, which depend upon offstreet parking and offstreet loading facilities. (Ord. 90-125. Passed 5-21-91.) 1161.02 GENERAL REQUIREMENTS. Offstreet parking facilities shall be provided as a condition precedent to occupancy of a residential, institutional, business, service and industrial use in conformance with the provisions of the Zoning Code. Facilities shall be provided as required by this Code for the entire building or use: (a) Whenever a building is constructed or a new use established; (b) Whenever an existing building is altered and there is an increase in the number of dwelling units, seating capacity and/or floor areas of a building; or (c) Whenever the use of an existing building is changed to a use requiring more offstreet parking facilities. (Ord. 90-125. Passed 5-21-91.) 1161.03 CONTINUATION OF EXISTING FACILITIES. All existing offstreet parking facilities, and those required as accessory to a use of a proposed or altered building, shall continue unobstructed and shall not be used for sale, service or repair of automobiles and shall not be used as offstreet loading facilities. They shall not be reduced below the required size so long as the main use is maintained unless an equivalent number of spaces are provided for such use in another location approved by the Planning and Design Commission. (Ord. 90-125. Passed 5-21-91.) 1161.04 DEFINITIONS AND STANDARDS. For the purpose of determining offstreet parking requirements, definitions and standards shall be as follows: (a) "Parking spaces" means an open or enclosed area for the parking of automobiles directly accessible unto an aisle or private drive. Each space shall not be less than nine feet wide and not less than eighteen feet long exclusive of all drives, aisles, ramps and turning space. In all multifamily districts, all required enclosed parking spaces shall be provided in either surface or underground garage or garages, and a minimum 300 square feet shall be provided for each required enclosed parking space. (b) "Standards For Designing Parking Areas" means the plan of parking spaces of a parking area included with an application to construct a building, or a parking area, or change in use shall be designed with dimensions and number of spaces which shall be determined in accordance with the drawing attached hereto and made a part of this Zoning Code and entitled, "Standards for Designing Parking Area.
