1161.02 PLANNING AND ZONING CODE 124 <br />(a) To relieve congestion so that the streets can be utilized more fully for <br />movement of traffic; <br />(b) To promote the safety and convenience of pedestrians by separating parking <br />areas and extensive car movements in the vicinity of pedestrian ways; <br />(c) To protect adjoining residential neighborhoods from vehicular traffic <br />congestion; and <br />(d) To promote the general convenience, welfare and prosperity of residential, <br />business, service and manufacturing development, which depend upon offstreet <br />parking and offstreet loading facilities. <br />(Ord. 90-125. Passed 5-21-91.) <br />1161.02 GENERAL REQUIREMENTS. <br />Offstreet parking facilities shall be provided as a condition precedent to occupancy of <br />a residential, institutional, business, service and industrial use in conformance with the <br />provisions of the Zoning Code. <br />Facilities shall be provided as required by this Code for the entire building or use: <br />(a) Whenever a building is constructed or a new use established; <br />(b) Whenever an existing building is altered and there is an increase in the number <br />of dwelling units, seating capacity and/or floor areas of a building; or <br />(c) Whenever the use of an existing building is changed to a use requiring more <br />offstreet parking facilities. <br />(Ord. 90-125. Passed 5-21-91.) <br />1161.03 CONTINUATION OF EXISTING FACILITIES. <br />All existing offstreet parking facilities, and those required as accessory to a use of a <br />proposed or altered building, shall continue unobstructed and shall not be used for sale, service <br />or repair of automobiles and shall not be used as offstreet loading facilities. They shall not be <br />reduced below the required size so long as the main use is maintained unless an equivalent <br />number of spaces are provided for such use in another location approved by the Planning and <br />Design Commission. <br />(Ord. 90-125. Passed 5-21-91.) <br />1161.04 DEFINITIONS AND STANDARDS. <br />For the purpose of determining offstreet parking requirements, definitions and <br />standards shall be as follows: <br />(a) "Parking spaces" means an open or enclosed area for the parking of <br />automobiles directly accessible unto an aisle or private drive. Each space shall <br />not be less than nine feet wide and not less than eighteen feet long exclusive of <br />all drives, aisles, ramps and turning space. In all multifamily districts, all <br />required enclosed parking spaces shall be provided in either surface or <br />underground garage or garages, and a minimum 300 square feet shall be <br />provided for each required enclosed parking space. <br />(b) "Standards For Designing Parking Areas" means the plan of parking spaces of <br />a parking area included with an application to construct a building, or a <br />parking area, or change in use shall be designed with dimensions and number <br />of spaces which shall be determined in accordance with the drawing attached <br />hereto and made a part of this Zoning Code and entitled, "Standards for <br />Designing Parking Area.
