130A Offstreet Parking and Loading 1161.12 <br />(S) "Glare" means stray, unshielded light striking the eye that may be <br />viewed by the average person as resulting in: <br />A. Nuisance or annoyance glare such as light shining into a <br />window; <br />B. Discomfort glare such as bright light causing squinting of the <br />eyes; <br />C. Disabling glare such as bright light reducing the ability of the <br />eyes to see into shadows; or <br />D. Reduction of visual performance. <br />"Glare" also includes light emitting from a luminaire with an intensity <br />great enough to reduce the average viewer's ability to see, or, in <br />extreme cases, causing momentary blindness. <br />(9) "Lamp" means the source of electric light: the bulb and its housing. <br />To be distinguished from the whole assembly (see "luminaire"). <br />(10) "Luminaire" means the complete lighting unit, including the lamp, the <br />fixture, and other parts. <br />(11) "Non-essential" means lighting that is not necessary for an intended <br />purpose after the purpose has been served. Non-essential lighting does <br />not include any sign lighting or lighting used for safety and/or public <br />circulation purposes. <br />(12) "Partially shielded" means the bulk of the fixture is shielded by a <br />translucent siding and the bulb is not visible at all. Light may be <br />emitted at the horizontal level of the bulb. <br />(b) Parking areas of commercial, industrial and multi -family residential property <br />shall be illuminated in accordance with the provisions of this section. Such illumination shall <br />be designed and located so that light sources are shielded from adjoining residential districts <br />and streets, so that illumination levels comply with the provisions of this section, and so that <br />glare is not created. <br />(c) Illumination Levels. All owners of commercial, industrial and multi -family <br />property located in the City of North Olmsted shall provide the maximum maintained foot- <br />candle (fc) illumination on their properties as follows: <br />December 2016 Replacement <br />
