130A Offstreet Parking and Loading 1161.12 (S) "Glare" means stray, unshielded light striking the eye that may be viewed by the average person as resulting in: A. Nuisance or annoyance glare such as light shining into a window; B. Discomfort glare such as bright light causing squinting of the eyes; C. Disabling glare such as bright light reducing the ability of the eyes to see into shadows; or D. Reduction of visual performance. "Glare" also includes light emitting from a luminaire with an intensity great enough to reduce the average viewer's ability to see, or, in extreme cases, causing momentary blindness. (9) "Lamp" means the source of electric light: the bulb and its housing. To be distinguished from the whole assembly (see "luminaire"). (10) "Luminaire" means the complete lighting unit, including the lamp, the fixture, and other parts. (11) "Non-essential" means lighting that is not necessary for an intended purpose after the purpose has been served. Non-essential lighting does not include any sign lighting or lighting used for safety and/or public circulation purposes. (12) "Partially shielded" means the bulk of the fixture is shielded by a translucent siding and the bulb is not visible at all. Light may be emitted at the horizontal level of the bulb. (b) Parking areas of commercial, industrial and multi -family residential property shall be illuminated in accordance with the provisions of this section. Such illumination shall be designed and located so that light sources are shielded from adjoining residential districts and streets, so that illumination levels comply with the provisions of this section, and so that glare is not created. (c) Illumination Levels.
