1161.11 PLANNING AND ZONING CODE 130 <br />1161.11 IMPROVEMENTS OF PARKING AREAS; LANDSCAPING. <br />(a) All parking areas and access driveways, including one and two family <br />dwellings, shall be constructed of concrete or bituminous concrete pavement. Parking areas <br />shall be graded to provide drainage so that injury shall not be caused to adjacent properties nor <br />shall water drain across a public sidewalk. Parking areas having a capacity of ten or more <br />automobiles shall provide continuous concrete curbs at the perimeter of parking areas to <br />prevent vehicles projecting into required yards and to define parking areas. <br />(Ord. 93-116. Passed 11-16-93.) <br />(b) The Planning and Design Commission may require improvements including <br />earth berming, landscape planting and fencing between such parking areas and the abutting <br />property lines. <br />(c) Driveways, parking area pavements and curbs shall be constructed in <br />accordance with standards established by the Engineering Department. <br />(d) Driveways for one and two family dwellings to the extent located within street <br />lines shall be in accordance with the requirements of the City Engineer. <br />(e) The required setback area between the street right-of-way line and the parking <br />area shall be landscaped and maintained in such a way so as to prevent unchanneled motor <br />vehicle ingress and egress. Passed 5-21-91.) <br />1161.12 ILLUMINATION OF PARKING AREAS. <br />The provisions of this section shall apply to all commercial, industrial and multi- <br />family properties located within the City of North Olmsted. <br />(a) Definitions. As used in this section, the following terms shall have the <br />following meanings: <br />(1) "Average foot-candle" means the level of light measured at an average <br />point of illumination between the brightest and darkest areas. The <br />measurement can be made at the ground surface or at three to four feet <br />above the ground. <br />(2) "Bulb" means the source of electric light, to be distinguished from the <br />whole assembly (see "luminaire"). <br />(3) "Commercial property" means any real property in the City that is <br />zoned for other than exclusive residential or industrial use. <br />(4) "Eighty-five (85) degree full cut-off type fixtures" means fixtures that <br />do not allow light to escape above an eighty-five (85) degree angle <br />measured from a vertical line from the center of the lamp extended to <br />the ground. <br />(5) "Eighty (80) degree full cut-off type fixture" means fixtures that do not <br />allow light to escape above an eighty (80) degree angle measured from <br />a vertical line from the center of the lamp extended to the ground. <br />(6) "Seventy (70) degree full cut-off type fixture" means fixtures that do <br />not allow light to escape above a seventy (70) degree angle measured <br />from a vertical line from the center of the lamp extended to the ground. <br />(7) "Exterior lighting" means temporary or permanent lighting that is <br />installed, located or used in such a manner to cause light rays to shine <br />outside. Fixtures that are installed indoors that are intended to light <br />something outside are considered exterior lighting for the intent of this <br />chapter. <br />December 2016 Replacement <br />
