131 Offstreet Parking and Loading 1161.13 <br />(b) Location. All required loading spaces shall be located on the same lot as the <br />use served and arranged so that a public street or sidewalk shall not be occupied during the <br />loading or unloading process. Such spaces may be open or enclosed. They shall not be <br />located in any required front yard or within fifty feet of any residential lot line. <br />(c) Access Driveways. Each required offstreet loading space shall be designed for <br />direct access to a street or alley in a manner so as to cause the least possible interference with <br />traffic movements on the street. All open offstreet loading spaces and driveways shall be <br />provided with surface improvements as required for parking areas, as set forth in Section <br />1161.11 <br />(d) Size of Loading Space. A required offstreet loading space shall be at least <br />twelve feet wide by at least twenty-five feet in length for buildings less than 15,000 square feet <br />of gross floor area, and each required loading space for a building of 15,000 square feet or <br />more of floor area shall be not less than twelve feet wide by fifty feet in length. Each space <br />shall have a vertical clearance of at least fourteen feet. The above areas shall be exclusive of <br />aisle and maneuvering space. <br />Uses for which offstreet loading facilities are otherwise required but which are located <br />in buildings of less than 5,000 square feet of floor area shall be provided with a receiving <br />platform or other facilities adjacent to a service drive or other open space on the same lot. <br />(e) Schedule of Requirements. Upon demonstration by a developer that <br />his proposed use will not need loading facilities, or lesser facilities than those required by this <br />section, the Planning and Design Commission may authorize or require the developer to <br />provide no facilities, or lesser facilities, and that the remaining area required for loading <br />facilities pursuant to the section be landbanked for future loading facility needs for the <br />development. In the event a future change of use or tenancy or expansion of use requires <br />additional loading facilities, the Commission, upon so determining, shall require the developer <br />to utilize the landbanked area, or other available areas of the development, for the additional <br />loading facilities determined to be needed. <br />(Ord. 90-125.
