Council Minutes of 4-18-2017 <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted Titled <br />"Planning and Zoning Code," (2) adopting new Appendix A "Tree and Plant List" for the <br />Planning and Zoning Code and (3) adopting the Revised Zoning Map of the City of North <br />Olmsted, all for the purpose of implementing Zoning Code changes proposed by the City <br />of North Olmsted Planning and Design Commission, as amended. <br />Ordinance 2017-34 introduced by Mayor Kennedy and was given its second reading. An <br />Ordinance amending Section 915.06 of the Streets, Utilities and Public Services Code of <br />the Codified Ordinances of the City of North Olmsted to eliminate the Swimming Pool <br />Credit and to further reflect a monthly versus quarterly billing cycle, and declaring an <br />emergency, as amended. Councilman Kearney made a motion to suspend the rule <br />requiring three readings as this was discussed in Committee and is time sensitive. The <br />motion was seconded by Councilman Schumann and passed unanimously. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Schumann and <br />passed unanimously. Resolution 2017-34 adopted 7-0. <br />Resolution 2017-35 introduced by Mayor Kennedy on behalf of himself and <br />Councilwoman Hemann and was given its second reading. A Resolution authorizing the <br />Mayor to enter into a shared services agreement with the City of Bay Village to provide <br />animal control services to the City on an as -needed basis, and declaring an emergency. <br />Councilman Rahm made a motion to suspend the rule requiring three readings as this was <br />discussed in Committee and is time sensitive. The motion was seconded by <br />Councilwoman Williamson. Councilman Rahm moved for adoption. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. Resolution 2017-35 <br />adopted 7-0. <br />Ordinance 2017-36 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to advertise for bids for the award of a contract to <br />provide construction services for the Recreation Center Tennis and Gymnastics Roof <br />Renovation, as detailed in the specifications on file in the Department of Parks and <br />Recreation, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the lowest and best bidder. <br />Resolution 2017-37 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a cooperative agreement with the City of <br />Westlake to provide for the improvement of Columbia Road from 300' south of <br />Carnation Run Drive, northbound to the corporation line, together with additional <br />financial terms and conditions. <br />MISCELLANEOUS BUSINESS <br />Councilman Brossard scheduled a Recreation, Public Parks and Buildings Committee <br />meeting for Tuesday, April 25, at 7:00 p.m. to discuss Ordinance 2017-36. The Director <br />of Planning and Development is asked to attend. <br />Councilwoman Williamson scheduled a Streets & Transportation Committee meeting for <br />Tuesday, April 25, 2017 at 7:10p.m. to discuss Resolution 2017-37. The Mayor or his <br />designee is asked to attend. <br />
