Council Minutes of 5-16-2017 <br />Council Rahm made a motion to not object to liquor permit number 61433920200 Moran <br />Foods LLC doing business as Save A Lot 647 located at 23100 Lorain Road Unit 153. <br />The motion was seconded by Councilwoman Williamson and passed unanimously. <br />Liquor permit approved 7-0. <br />AUDIENCE PARTICIPATION <br />Scott (unintelligible) <br />25151 Brookpark Road (Westbury Apartments) <br />Stated lived at Westbury apartments and agrees with the Law Director that someone <br />needs to do something to get them to start construction because it is going to take a long <br />time to fix the building. He said he loves living there except for the all the trash the <br />building gets from Walmart. He stated the City is nothing but a retail city and the stores <br />almost outnumber the apartment buildings. He wants to see an end to the stores and car <br />dealerships because we have too many. Because of all of the retail stores litter and <br />shopping carts are accumulating all over the city. Finally, he wants to see Walmart put up <br />a chain-link fence along the Westbury apartment side of property so they stop getting <br />Walmart's trash and shopping carts on their property. <br />LEGISLATION <br />Ordinance 2017-36 introduced by Mayor Kennedy and was given its third reading. An <br />Ordinance authorizing the Mayor to advertise for bids for the award of a contract to <br />provide construction services for the Recreation Center Tennis and Gymnastics Roof <br />Renovation, as detailed in the specifications on file in the Department of Parks and <br />Recreation, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the lowest and best bidder. Councilman Brossard moved for <br />adoption. The motion was seconded by Councilman Kearney and passed unanimously. <br />Ordinance 2017-36 adopted 7-0. <br />Ordinance 2017-38 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Ordinance 2006-200 for the purpose of establishing a new and <br />revised fee schedule for various City Boards and Commissions, and declaring an <br />emergency. Councilman Schumann made a motion to suspend the rules requiring three <br />readings as this was discussed in Committee. The motion was seconded by Councilman <br />Rahm and passed unanimously. Councilman Schumann moved for adoption. The motion <br />was seconded by Councilman Rahm and passed unanimously. Ordinance 2017-38 <br />adopted 7-0. <br />Resolution 2017-39 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Human Resources to solicit Statements of <br />Qualifications ("SOQs") from qualified individuals or firms to provide professional <br />consulting services for municipal telecommunications requirements; and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />personal services contract with the individual or firm selected, and declaring an <br />emergency.
