Appendix A to Part 26.The letter of interest must show that the consultant has made <br />good faith efforts to meet the goal. Good faith efforts may include: (1) Documentation <br />that the consultant has obtained enough DBE or EDGE (Encouraging Diversity, Growth <br />and Equity) participation to meet the goal; or (2) Documentation that it made adequate <br />good faith efforts, as defined in 49 CFR 26.53, to meet the goal, even though it did not <br />succeed in obtaining enough DBE/EDGE participation to do so. Consultants that do not <br />show good faith efforts to meet the Goal will not be eligible for selection. <br />b. Compliance with prequalification requirements. <br />c. Reduce the number of firms to 3-6 for each project through a process of elimination, based <br />on the selection rating factors included in the Consultant Selection Rating Form. Firms may <br />be eliminated due to fatal flaws, overall weakness of team relative to other firms, weak <br />project approach, etc. Provide written documentation concerning the reasons for <br />eliminating a firm from consideration. <br />In instances where two or fewer consultants respond to the RFLol, or two or fewer <br />consultants are considered qualified to be shortlisted, the LPA may proceed with evaluation <br />and selection if it is determined that the solicitation did not contain conditions or <br />requirements that arbitrarily limited competition. The reasons for proceeding with the <br />selection shall be documented. <br />For each project, rate each shortlisted firm using the selection rating form. Supplement the <br />numerical ratings with written comments that explain the differential scoring. The highest <br />rated firm shall be selected. <br />3. Selection Rating Procedures <br />a. ODOT's standard consultant selection rating form is shown below. The LPA may use a modified <br />selection rating form that meets the requirements of 23 CFR 172 and ORC 153.65 —153.71. <br />b. Selection evaluations should be based on collaborative discussions of the selection <br />committee members concerning the overall strengths and weaknesses of the teams, <br />including the relative importance of the various selection rating factors relative to the <br />specific requirements of the project. Numerical weights are a guide as to what is important <br />but the selection should not be a mathematical exercise consisting of the addition of scores <br />determined by individual team members. The selection team members should work to <br />reach consensus in determining a single selection rating including written comments that <br />document the reasons for the numerical scores. <br />c. For each selection rating factor, each short listed firm shall be ranked, with the highest <br />ranked firm receiving the maximum number of points, and lower ranked firms receiving <br />commensurately lower scores. If firms are considered to be equally qualified, the firms may <br />receive the same score for that selection rating factor. The rankings and scores should be <br />based on each firm's specific proposal and project approach, including the named project <br />manager, staff and subconsultants. Experience on similar projects, past performance for the <br />LPA and other agencies should be considered. The selection committee may contact other <br />ODOT Districts and outside agencies if necessary. Any subfactors identified in the RFl.ol <br />should be weighed heavily in the differential scoring. <br />11 <br />
