Council Minutes of 8-15-2017 <br />declaring an emergency. The administration recognizes the IT Department needs <br />to come back to the City. The rates needed to be changed to attract qualified <br />applicants. The committee voted 3-0 to recommend to Council with suspension. <br />• Discussed next was Ordinance 2017-54. A Resolution approving the award of a <br />job retention grant to Moen and further authorizing the Mayor to enter into a <br />Grant Agreement, and declaring an emergency. This Resolution will help retain <br />200 jobs. The Administration and Mr. Myers had been working with Moen for <br />some time. The grant is worth $115,000.00 and Moen must commit to the 200 <br />jobs for at least three years. The process will open 35,000 square feet of office <br />space on Country Club Boulevard. The committee voted 3-0 to recommend to <br />Council with suspension. <br />The Finance Committee also met on August 15, 2017 at 7:10 p.m. Present were <br />committee members Kearney, Schumann and Rahm; Council members Brossard, <br />Hemann and Limpert; Mayor Kennedy, Director of Safety & Service Glauner and <br />Finance Director Copfer. <br />• Discussed was Resolution 2017-52. A Resolution authorizing the Director of <br />Finance to solicit statements of qualifications ("SOQs") from qualified <br />individuals or firms to provide professional services related to employee <br />retirement investment options in addition to those offered by the State of Ohio <br />Deferred Compensation Program; and further authorizing the Mayor, subject to <br />approval of the Board of Control, to enter into a personal services contract with <br />the individual or firm selected, and declaring an emergency. This Resolution will <br />give City employees additional options to save for their retirement. The <br />committee voted 3-0 to recommend to Council. <br />Councilman Schumann Chairman of the Building, Zoning and Development Committee: <br />The Building, Zoning and Development Committee met on Tuesday, August 8, 2017 at <br />7:15 p.m. Present were committee members Schumann, Rahm and Williamson; Council <br />members Hemann, Kearney and Limpert; Mayor Kennedy, Director of Planning & <br />Development Lieber, Director of Human Resources Gallo, Assistant Finance Director <br />Sperling and guests. <br />• Discussed was Ordinance 2017-46. An Ordinance amending Chapter 1135 "One <br />and Two Family Residence Districts" of Chapter Eleven of the Codified <br />Ordinances of the City of North Olmsted titled "Planning and Zoning Code," for <br />the purpose of implementing zoning code changes proposed by the City of North <br />Olmsted Planning and Design Commission, as amended. Discussion revolved <br />around 1135, including recreation vehicle parking, parking pads, shed and <br />accessory structures and fence setbacks. The committee voted 3-0 to recommend <br />to Council as amended. <br />Councilman Schumann made a motion to amend Ordinance 2017-46. The motion was <br />seconded by Councilman Rahm and passed unanimously. Ordinance amended 6-0. <br />Councilman Limpert asked for personal privilege.
