Council Minutes of 8-15-2017 <br />the motion to be granted. This was not filed by the City, although the City is a <br />party, it was filed by the property owner. Mr. Saumer has a life estate, but the fee <br />title owner is seeking to get the property back. An agreement has been reached on <br />maintaining the grass, but we really want to see the property cleaned up. <br />• On the fourth of August, the Mayor, Assistant Law Director and Director of Law <br />attended a mediation session with the City of North Olmsted School District <br />which was mediated by Judge Donnelly. Both sides were able to reach an <br />agreement on the purchase of the property. The purchase price was $165,000.00. <br />There needs to be a lot split consolidation. Those documents have been given to <br />the Engineer who will give them to the County for approval. Once this is done, <br />there will be a quit claim or warranty deed to the City and the School District will <br />be paid. This should be taken care of in the next four to six weeks. <br />Director of Finance Copfer: <br />• No Report <br />Councilman Kearney Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, August 8, 2017 at 7:30 p.m. Present were <br />committee members Kearney, Schumann and Rahm; Council members Hemann, Limpert <br />and Williamson; Mayor Kennedy, Director of Human Resources Gallo, Director of <br />Planning & Development Lieber, Assistant Finance Director Sperling and Economic <br />Development Manager Myers. <br />• Discussed first was Resolution 2017-49. A Resolution authorizing the Mayor to <br />enter into a renewed agreement with Cuyahoga County Juvenile Court in <br />connection with the Community Diversion Program to address juvenile <br />misdemeanor and status offenders in the City of North Olmsted, and declaring an <br />emergency. The City gets $24,000.00 from the County and does not need to <br />match any funds. The committee voted 3-0 to recommend to Council with <br />suspension. <br />• Discussed next was Ordinance 2017-50. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2017, and declaring an emergency. <br />This is done throughout the year to balance the budget. The Finance Department <br />requested two amendments. The first was to transfer $1900.00 from the Planning <br />Department to Council and to bring $100,000 from the General Fund to the <br />CDBG Fund. The committee voted 3-0 to recommend to Council with suspension <br />and as amended. <br />Councilman Kearney made a motion to amend Ordinance 2017-50 to incorporate the <br />discussed amendments. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2017-50 amended 6-0. <br />• Discussed next was Ordinance 2017-51. An Ordinance amending the rates of <br />compensation for various administrative and legislative personnel for 2017 to <br />adjust the salary range for the Network Administrator (Section 5B) for clarity; and <br />to otherwise restate the compensation rates and descriptions for various <br />administrative and legislative personnel for the years 2015, 2016 and 2017, and <br />2 <br />
