Council Minutes of 8-15-2017 <br />responsibility to maintain the park. Council President Jones <br />thanked Mr. Asaad for bringing the issue to Council's attention. <br />LEGISLATION <br />Ordinance 2017-46 introduced by Mayor Kennedy and was given its second reading. An <br />Ordinance amending Chapter 1135 "One and Two Family Residence Districts" of <br />Chapter Eleven of the Codified Ordinances of the City of North Olmsted titled "Planning <br />and Zoning Code," for the purpose of implementing zoning code changes proposed by <br />the City of North Olmsted Planning and Design Commission, as amended. <br />Resolution 2017-48 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution proclaiming September as Prostate Cancer Awareness Month in the City of <br />North Olmsted, Ohio, and declaring an emergency. Councilwoman Hemann made a <br />motion to suspend the rules requiring three readings as this was discussed in Committee <br />and is time sensitive. The motion was seconded by Councilman Limpert and passed <br />unanimously. Councilwoman Hemann moved for adoption. The motion was seconded by <br />Councilman Limpert and passed unanimously. Resolution 2017-48 adopted 6-0. <br />Resolution 2017-49 introduced by Mayor Kennedy and was given its second reading. A <br />Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga <br />County Juvenile Court in connection with the Community Diversion Program to address <br />juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an <br />emergency. Councilman Kearney made a motion to suspend the rules requiring three <br />readings as this was discussed in Committee and is time sensitive. The motion was <br />seconded by Councilman Schumann and passed unanimously. <br />Tim Smith residing at 6053 Sherwood Dr. addressed Council regarding Resolution 2017- <br />49. Mr. Smith stated he is a parent whose son has gone through the Diversion Program. <br />He said Mr. Kearney said it is a `no brainer' to renew this and he agrees. This program is <br />a great opportunity for teenagers to find the right road and not leave a record behind of a <br />mistake they made as a teenager. <br />Director of Law Gareau followed up to remind Council the City also has the Juvenile <br />Traffic Intervention Program. While it is not funded by this particular grant, the staff is <br />available to help on it. It is another very important program. It allows kids in North <br />Olmsted who have their first mistake with the law while driving get some additional <br />education and training and avoid suffering the consequences of potential suspension of <br />their license. <br />Seeing no other comments, Councilman Kearney moved for adoption. The motion was <br />seconded by Councilman Schumann and passed unanimously. Resolution 2017-49 <br />adopted 6-0. <br />5 <br />
