CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2017 - 63 <br />By: Mayor Kennedy <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PLANNING AND <br />DEVELOPMENT TO APPL Y FOR A LIVABLE COMMUNITIES INITIATIVE <br />GRANT FROM THE NORTHEAST OHIO AREAWIDE COORDINATING <br />AGENCY (NOACA) IN ORDER TO IMPROVE THE TRANSPORTATION <br />NETWORK AND STRENGTHEN COMMUNITY LIVABILITY IN NORTH <br />OLMSTED; FURTHER AUTHORIZING THE USE OF CITY FUNDS FOR <br />THE LOCAL MATCH; FURTHER AUTHORIZING THE MA YOR TO ACCEPT <br />THE GRANT, IF AWARDED, AND TO EXECUTE A CONTRACT IF <br />REQUIRED; FINALLY AUTHORIZING THE DIRECTOR OF PLANNING <br />AND DEVELOPMENT TO EXECUTE ALL OTHER NON -CONTRACT <br />DOCUMENTS NECESSARY TO EFFECTUATE RECEIPT OF THE GRANT, <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the Northeast Ohio Areawide Coordinating Agency ("NOACA") is offering <br />grant funds for the Transportation for Livable Communities Initiative ("TLCI"), which supports <br />planning activities that improve the transportation network and strengthen community livability; and <br />WHEREAS, NOACA's TLCI provides, among other things, funding for planning studies <br />that address multi -modal transportation and land use issues; and <br />WHEREAS, no local match is required; and <br />WHEREAS, the 2015 Master Plan contains the following action agenda item: Assess <br />Feasibility of Upgrades or Changes to the Bus Service: Work with Greater Cleveland RTA <br />("GCRTA") to assess current bus service lines, frequency, stops and ridership in the city. Explore the <br />possibility of improving service to downtown Cleveland and the airport. Explore enhancements to <br />bus stops and shelters to make public transportation more user-friendly; and <br />WHEREAS, the Director of Planning and Development proposes to partner with the GCRTA <br />to apply for grant funds to conduct a study of the City's transit network, in accordance with the 2015 <br />Master Plan action agenda; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Planning and <br />Development to apply for said NOACA Transportation for Livable Communities Initiative grant; to <br />further authorize the Mayor to accept the grant, if awarded, and to execute a contract if required; and <br />to finally authorize the Director of Planning and Development to execute all other non -contract <br />documents necessary to effectuate receipt of the grant. <br />
