MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />AUGUST 8, 2017 <br />Present: Council President Pro -Tem Schumann, Council Members Hemann, <br />Kearney, Limpert, Rahm & Williamson <br />Also Present: Mayor Kennedy, Director of Planning & Development Lieber and <br />Assistant Director of Finance Sperling <br />Absent: Council President Jones, Council Member Brossard, Director of Human <br />Resources Gallo, Director of Law Gareau and Director of Safety/Service <br />Glauner <br />Council President Pro -Tem Schumann called the meeting to order at 7:00 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />ISSUE: An Ordinance amending Chapter 1135 "One and Two Family Residence <br />Districts" of Chapter Eleven of the Codified Ordinances of the City of North Olmsted <br />titled "Planning and Zoning Code," for the purpose of implementing zoning code changes <br />proposed by the City of North Olmsted Planning and Design Commission. <br />Council will hear from Director of Planning and Development Lieber. At this point there <br />might be some questions from Council members. However, this is a Public Hearing so we <br />would like to hear from the public your questions and concerns, which can be directed <br />toward the Director of Planning and Development, the Mayor or Council. Following the <br />Public Hearing Council will have a Building, Zoning & Development meeting on this <br />same topic. At this meeting, Council may ask more in-depth questions about the proposal <br />they will be voting on as a full body. <br />Director of Planning and Development Lieber was asked to provide an overview. <br />The Ordinance before you will update our One and Two Family Residence Districts. The <br />rewrite of this is not changing permitted or conditional uses. The City is not changing lot <br />sizes or widths. It is not rezoning, setbacks or any of those things. The thing driving this <br />amendment was the challenges we currently face in the permitting process relating to <br />accessory structures and uses of property. <br />One of the changes being made is the streamlining of the Home Occupation section. <br />Other changes include the City is creating some minimum interior measurements for <br />garages. Any structure identified as a garage will need to be serviced by a driveway. <br />There will be specifications for driveways and parking pads. Currently, there is nothing <br />in the Code prohibiting someone from paving their whole front yard if they so choose. <br />
