Council Minutes of 9-19-2017 <br />motion was seconded by Councilman Schumann and passed unanimously. Resolution <br />2017-60 adopted 6-0. <br />Resolution 2017-61 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2018, all money due and owing said City from any <br />collection source. <br />Ordinance 2017-62 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance dispensing with the RFP Process and authorizing the Mayor to enter into a <br />contract with Ciuni & Panichi to provide GAAP conversion assistance services for the <br />preparation of the Comprehensive Annual Financial Report (CAFR) for 2017 with two <br />one-year options, and declaring an emergency. <br />Resolution 2017-63 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to apply for a Livable <br />Communities Initiative Grant from the Northeast Ohio Areawide Coordinating Agency <br />(NOACA) in order to improve the transportation network and strengthen community <br />livability in North Olmsted; further authorizing the use of city funds for the local match; <br />further authorizing the Mayor to accept the grant, if awarded, and to execute a contract if <br />required; finally authorizing the Director of Planning and Development to execute all <br />other non -contract documents necessary to effectuate receipt of the grant, and declaring <br />an emergency. Councilwoman Williamson moved to suspend the rules requiring three <br />readings and formal committee review as this was discussed in Caucus this evening and <br />is time sensitive. Resolution 2017-63 adopted 6-0. <br />Ordinance 2017-64 was introduced and placed on first reading by Councilwoman <br />Williamson. An Ordinance amending Section 505.16 entitled "Vicious and Dangerous <br />Animals" of Chapter Five of the Codified Ordinances of the City of North Olmsted in <br />order to remove breed specific regulations, and declaring an emergency. <br />Resolution 2017-65 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution approving the countywide All Natural Hazards Mitigation Plan for Cuyahoga <br />County, as adopted by the Cuyahoga County Office of Emergency Management in 2017, <br />as the Mitigation Plan for the City of North Olmsted, and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman Rahm scheduled a Public Safety, Health and Welfare Committee meeting for <br />Tuesday, September 26, 2017 at 7:00 p.m. to discuss Ordinance 2017-64 and Resolution <br />2017-65. The Director of Law and Director of Safety & Service are asked to attend. <br />Councilwoman Hemann made a motion to excuse the absence of Councilman Limpert. <br />The motion was seconded by Councilwoman Williamson and passed unanimously. <br />Councilman Limpert excused by a vote of 6-0. <br />E <br />
