Council Minutes of 9-19-2017 <br />why he asked if the school would be attached. A couple days ago he noticed there was a <br />storm drain that had been put in five feet from my property on the school line. This is <br />within five feet of the sewer line that is on my property. He understands it might be just <br />for the parking lot, but he wants clarification on it. <br />Mr. Phillips said the problem is there are two access traps on his property. They are <br />approximately two square feet of concrete with brass caps about six inches in diameter. <br />People came on his property and accessed the traps with a camera. He asked again what <br />the purpose of this was, they said they were just blowing the line out. Two years ago the <br />ground sunk below that concrete line about six inches. Over the last two years, he filled it <br />in to layer it out so it wouldn't damage my lawn equipment. Since they have done the <br />blowouts with the power washer, the ground has sunk again an additional six inches. This <br />means it has sunk 12 inches in the last two years. If one looks down the property line the <br />ground has sunk down where the sewer line lays. Mr. Phillips said he doesn't know who <br />he needs to talk to about this, but he wants to make sure there isn't damage to the sewer <br />line. His concern is if it's damaged and collapsing it might pose danger to him, his <br />animals or guests on his property. <br />Councilman Schumann responded he would get in touch with him and would get <br />someone to come out and take a look. All of the storm water is supposed to be going the <br />other way. <br />LEGISLATION <br />Resolution 2017-56 was introduced by Councilmembers Schumann and Rahm and was <br />given its third reading. A Resolution designating the lobby of The City of North Olmsted <br />Police Station as an Internet Purchase Safe Zone, and declaring an emergency. <br />Councilman Rahm moved for adoption. The motion was seconded by Councilman <br />Schumann and passed unanimously. Resolution 2017-56 adopted 6-0. <br />Ordinance 2017-59 was introduced by Mayor Kennedy and was given its second reading. <br />An Ordinance amending Section 3 of Ordinance No. 2002-103, as later amended by <br />Ordinance Nos. 2002-154, 2008-155 and 2013-98 which collectively established fees and <br />charges for emergency medical services rendered by the City of North Olmsted Fire <br />Department, in order to increase fees and charges currently charged, and declaring an <br />emergency. Councilman Rahm moved to suspend the rules requiring three readings as <br />this was heard in committee and is time sensitive. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. Councilman Rahm moved for <br />adoption. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Ordinance 2017-59 adopted 6-0. <br />Resolution 2017-60 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution accepting the amounts and rates as determined by the Budget Commission <br />and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. <br />Councilman Kearney moved to suspend the rules requiring three readings as this was <br />heard in committee and is time sensitive.
