Council Minutes of 9-19-2017 <br />the Commission. There was discussion of Ms. Cardarelli's involvement with the <br />Heritage Home Program in which North Olmsted participates. Ms. Cardarelli was <br />asked specifically about her work on the exterior preservation of the Benjamin <br />Franklin Wade Law Office because one of issues in our historic district is our <br />resident's desire to do work on the exterior of their homes. She reported during <br />her internship she did hands on work and was physically involved in doing <br />exterior wood restoration, which I think will be helpful to the Landmarks <br />Commission. Mr. Kearney thanked Ms. Cardarelli for her interest and added that <br />she would be a welcome addition to the Commission. Mr. Brossard also expressed <br />his appreciation for her interest. The committee voted 2-0 to recommend to <br />Council the appointment of Ms. Cardarelli to the Landmarks Commission. <br />Councilwoman Hemann made a motion to approve Ms. Elizabeth Cardarelli to the <br />Landmarks Commission to fill the vacant position for the unexpired term ending <br />December 31, 2018. The motion was seconded by Councilman Kearney and passed <br />unanimously. Ms. Cardarelli was appointed to the Landmarks Commission by a vote of <br />6-0. <br />Councilman Rahm Chairman of the Public Safety, Health and Welfare Committee: <br />The Public Safety, Health and Welfare Committee met on Wednesday, September 13, <br />2017 at 7:20 p.m. Present were committee members Rahm and Williamson; Council <br />members Kearney, Hemann and Limpert; Director of Finance Copfer, Director of Safety <br />& Service Glauner and guests. <br />• Discussed was Ordinance 2017-59. An Ordinance amending Section 3 of <br />Ordinance No. 2002-103, as later amended by Ordinance Nos. 2002-154, 2008- <br />155 and 2013-98 which collectively established fees and charges for emergency <br />medical services rendered by the City of North Olmsted Fire Department, in order <br />to increase fees and charges currently charged, and declaring an emergency. <br />Committee and Councilmembers discussed the Ordinance. The committee voted <br />2-0 to recommend to Council. <br />AUDIENCE PARTICIPATION <br />Tom Phillips <br />5533 Burns Road <br />Mr. Phillips said his issue concerned the city utility line that runs through his property. <br />He said part of his property was vacated by the City about 20 years ago. He said the <br />city's utility line runs through his portion of that property and sits within four feet of the <br />property line. He said he was originally told it was a water line and he later found out it <br />was a sewer line. <br />At the last meeting six to nine months ago discussing the school, Mr. Phillips asked if <br />they would be tapping into this sewer line and he was assured they would not be. In the <br />last two months, they have been bringing in a power jet washer and blowing out the <br />sewer line from the school side and on Burns Road. Because the road is a dead road and <br />no longer exists the sewer line is a dead line and does not attach to anything, which is <br />3 <br />
