Council Minutes of 9-19-2017 <br />• We have had two officers who have been named as parties in a civil action in the <br />United States District Court for the Northern District of Ohio. The complaint <br />alleges excessive use of force along with assault and battery from the injuries <br />arising from an arrest. <br />Director of Finance Copfer: <br />• I have been busy working with the administration on the 2018 budget. We have <br />also been working on health care renewals, recreation master plan, wastewater <br />treatment plant rate study and the timing system project. <br />• October 11 we are having the Ohio Munis User Group meeting here in North <br />Olmsted. We have quarterly meetings and have been meeting in Columbus. <br />However, they are splitting the state in half because there are so many Munis <br />users. We will be hosting the meeting for the northern half of the state. <br />Councilman Kearney Chairman of the Finance Committee: <br />The Finance Committee met on Wednesday, September 13, 2017 at 7:00 p.m. Present <br />were committee members Kearney and Rahm; Council members Brossard, Hemann, <br />Limpert and Williamson; Director of Finance Copfer, Director of Safety & Service <br />Glauner and guests. <br />• Discussed first was Resolution 2017-60. A Resolution accepting the amounts and <br />rates as determined by the Budget Commission and authorizing the necessary tax <br />levies and certifying them to the County Fiscal Officer. This must be done every <br />year and the millage is the same as the previous year. The committee voted 2-0 to <br />recommend to Council. <br />• Discussed next was Resolution 2017-61. A Resolution directing the Fiscal Officer <br />of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year <br />2018, all money due and owing said City from any collection source. This is <br />another performance that must happen each year to get money from the county to <br />the city. The committee voted 2-0 to recommend to Council. <br />• Discussed last was Ordinance 2017-62. An Ordinance dispensing with the RFP <br />Process and authorizing the Mayor to enter into a contract with Ciuni & Panichi to <br />provide GAAP conversion assistance services for the preparation of the <br />Comprehensive Annual Financial Report (CAFR) for 2017 with two one-year <br />options, and declaring an emergency. This firm has performed this duty for the <br />past two years and the City is happy with their performance. The committee voted <br />2-0 to recommend to Council. <br />Councilwoman Hemann Chairwoman of the Intra -Governmental Relations Committee: <br />The Intra -Governmental Relations Committee met on Tuesday, September 19, 2017 at <br />7:15 p.m. Present were committee members Hemann and Kearney; Council members <br />Brossard, Rahm and Williamson; Mayor Kennedy, Director of Finance Copfer, Director <br />of Law Gareau, Director of Safety & Service Glauner and Director of Planning & <br />Development Lieber. <br />• Discussed was the appointment of Elizabeth Cardarelli to the Landmarks <br />Commission to fill the vacant position for the unexpired term ending December <br />31, 2018. Chairwoman Hemann thanked Ms. Cardarelli for her willingness to join <br />4 <br />
