Council Minutes of 10-3-2017 The Public Safety, Health and Welfare Committee met on Tuesday, October 3, 2017 at 7:15 p.m. Present were committee members Rahm, Williamson and Brossard; Council members Schumann and Limpert; Council President Jones; Mayor Kennedy, Director of Safety & Service Glauner and guests. • Discussed first was Ordinance 2017-64. An Ordinance amending Section 505.16 entitled "Vicious and Dangerous Animals" of Chapter Five of the Codified Ordinances of the City of North Olmsted in order to remove breed specific regulations, and declaring an emergency. Councilwoman Williamson discussed keeping the Ordinance in committee so she could gather some more information. Councilwoman Williamson made a motion to hold the Ordinance in committee, it was seconded by Councilman Brossard and passed 3-0. • Discussed next was Resolution 2017-65. A Resolution approving the countywide All Natural Hazards Mitigation Plan for Cuyahoga County, as adopted by the Cuyahoga County Office of Emergency Management in 2017, as the Mitigation Plan for the City of North Olmsted, and declaring an emergency. The specifics of this resolution were discussed by those present. Councilman Rahm made a motion to recommend Resolution 2017-65 and it was seconded by Councilwoman Williamson. Resolution 2017-65 recommended to full Council 3-0. AUDIENCE PARTICIPATION Benjamin Lamb 23112 Summerland Avenue Mr. Lamb stated after looking at the agenda he might be jumping the gun as he saw something about a couple ordinances that might be of interest to him. He said he does not feel his driveway has not been maintained. He says it is more ecofriendly than a long slab of concrete. He stated it is his desire to spray the grass with a herbicide to expose the gravel and put a fresh coat of gravel over the existing gravel. Mr. Lamb proceeded to paraphrase a song about where have all the driveways gone. He also stated his wife and him noticed while in Japan the residences in a suburb where his daughter lives in Tokyo had driveways with gravel and some grass in it. He showed all of Council a photo of a driveway and said he hopes the long arm of the North Olmsted code enforcers will not ever visit over there. LEGISLATION Resolution 2017-61 was introduced by Mayor Kennedy and was given its third reading. A Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year 2018, all money due and owing said City from any collection source. Councilman Kearney moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Resolution 2017-61 adopted 7-0. Ordinance 2017-62 was introduced by Mayor Kennedy and was given its third reading. An Ordinance dispensing with the RFP Process and authorizing the Mayor to enter into a contract with Ciuni & Panichi to provide GAAP conversion assistance services for the 2
