Council Minutes of 10-3-2017 <br />The Public Safety, Health and Welfare Committee met on Tuesday, October 3, 2017 at <br />7:15 p.m. Present were committee members Rahm, Williamson and Brossard; Council <br />members Schumann and Limpert; Council President Jones; Mayor Kennedy, Director of <br />Safety & Service Glauner and guests. <br />• Discussed first was Ordinance 2017-64. An Ordinance amending Section 505.16 <br />entitled "Vicious and Dangerous Animals" of Chapter Five of the Codified <br />Ordinances of the City of North Olmsted in order to remove breed specific <br />regulations, and declaring an emergency. Councilwoman Williamson discussed <br />keeping the Ordinance in committee so she could gather some more information. <br />Councilwoman Williamson made a motion to hold the Ordinance in committee, it <br />was seconded by Councilman Brossard and passed 3-0. <br />• Discussed next was Resolution 2017-65. A Resolution approving the countywide <br />All Natural Hazards Mitigation Plan for Cuyahoga County, as adopted by the <br />Cuyahoga County Office of Emergency Management in 2017, as the Mitigation <br />Plan for the City of North Olmsted, and declaring an emergency. The specifics of <br />this resolution were discussed by those present. Councilman Rahm made a motion <br />to recommend Resolution 2017-65 and it was seconded by Councilwoman <br />Williamson. Resolution 2017-65 recommended to full Council 3-0. <br />AUDIENCE PARTICIPATION <br />Benjamin Lamb <br />23112 Summerland Avenue <br />Mr. Lamb stated after looking at the agenda he might be jumping the gun as he saw <br />something about a couple ordinances that might be of interest to him. He said he does not <br />feel his driveway has not been maintained. He says it is more ecofriendly than a long slab <br />of concrete. He stated it is his desire to spray the grass with a herbicide to expose the <br />gravel and put a fresh coat of gravel over the existing gravel. Mr. Lamb proceeded to <br />paraphrase a song about where have all the driveways gone. He also stated his wife and <br />him noticed while in Japan the residences in a suburb where his daughter lives in Tokyo <br />had driveways with gravel and some grass in it. He showed all of Council a photo of a <br />driveway and said he hopes the long arm of the North Olmsted code enforcers will not <br />ever visit over there. <br />LEGISLATION <br />Resolution 2017-61 was introduced by Mayor Kennedy and was given its third reading. <br />A Resolution directing the Fiscal Officer of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2018, all money due and owing said City from any <br />collection source. Councilman Kearney moved for adoption. The motion was seconded <br />by Councilman Schumann and passed unanimously. Resolution 2017-61 adopted 7-0. <br />Ordinance 2017-62 was introduced by Mayor Kennedy and was given its third reading. <br />An Ordinance dispensing with the RFP Process and authorizing the Mayor to enter into a <br />contract with Ciuni & Panichi to provide GAAP conversion assistance services for the <br />2 <br />
