Council Minutes of 10-3-2017 <br />preparation of the Comprehensive Annual Financial Report (CAFR) for 2017 with two <br />one-year options, and declaring an emergency. Councilman Kearney moved for adoption. <br />The motion was seconded by Councilman Schumann and passed unanimously. <br />Resolution 2017-62 adopted 7-0. <br />Resolution 2017-65 was introduced by Mayor Kennedy and was given its second reading. <br />A Resolution approving the countywide All Natural Hazards Mitigation Plan for <br />Cuyahoga County, as adopted by the Cuyahoga County Office of Emergency <br />Management in 2017, as the Mitigation Plan for the City of North Olmsted, and declaring <br />an emergency. Councilman Rahm moved to suspend the rules requiring three readings as <br />this was heard in committee and is time sensitive. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. Councilman Rahm moved for <br />adoption of Resolution 2017-65. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Resolution 2017-65 adopted 7-0. <br />Resolution 2017-66 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the International Association of Firefighters, Local 1267, AFL-CIO for <br />the City's Firefighters, for the period January 1, 2018 through December 31, 2020. <br />Resolution 2017-67 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to solicit bids for the rental of golf carts and other <br />vehicles for Springvale, and authorizing the Mayor to enter into a contract for said <br />vehicle rentals, subject to approval by the Board of Control, and declaring an emergency. <br />Ordinance 2017-68 was introduced and placed on first reading by Councilman Rahm on <br />behalf of himself and Mayor Kennedy. An Ordinance establishing a Sidewalk <br />Maintenance Fund, after approval from the Auditor of State, as a non -major special <br />revenue fund to account for the receipt of funds collected for sidewalk panel replacement <br />and related expenditures. <br />Ordinance 2017-69 was introduced and placed on first reading by Councilman Rahm. An <br />Ordinance suspending for six (6) months enforcement of Section 1363.302.8 of Chapter <br />1363 of the Real Property Maintenance Code entitled "Sidewalks, Parking Areas and <br />Driveways" pending legislative review for revised standards, procedure and protocols, <br />and declaring an emergency. Councilman Rahm made a motion to suspend the rules <br />requiring three readings and formal committee review as this was discussed in Caucus <br />this evening and is time sensitive.
