Council Minutes of 11-8-2017
The Academy certifies you from the State, but it takes about another four months
to learn how the particular city does things. We expect a lot out of them, but he
said these guys have it. He said he sees the same enthusiasm in them he had when
he started 20 years ago. He thinks they will make the City proud. Mr. Conway,
Mr. Frantz and Mr. Kelley each took a moment to thank their family for their
support and expressed excitement to start working for the City of North Olmsted.
• Finally, James Weir was sworn in as a Lieutenant for the Fire Department. The
oath is attached to the minutes. Fire Chief Schepp thanked City Council, Mayor
and Directors for their support. He said Mr. Weir is perfect for this position and
he is very proud of him. Chief Schepp said the Fire Department is evolving and
it's moving in a very positive direction. He said the caliber of Jim Weir and all of
the fire fighters is playing an important role in moving forward. Mr. Weir
welcomed the new police officers and said North Olmsted is a great place to work
and everyone will get along great. He thanked the City, Mayor and Council for
giving him this opportunity. He thanked those who helped him when he started
and as he progressed in his career. Mr. Weir also thanked his family for all they
have done for him.
Director of Law Gareau:
• The case regarding the property on Berkshire that City Council agreed to fund the
tear down of has been closed. The City should be receiving the $10,436.76 shortly
as it reached an agreement with the lender.
• The City just sold the Charles Road property, which is another teardown Council
funded.
• The property on Shelley which used to be former Councilwoman Carolyn
Kasler's has been sold. Unfortunately, this house fell into disrepair after she
passed away and her former husband moved, because the new owner did not take
care of it. The house was bulldozed several years ago. This week at the Building
and Zoning Board of Appeals a young family presented plans to build a new
home on the spot. This is exactly what we hoped would happen when we take
down these nuisance properties. The dream is they go back into good use and
that's exactly what happened. Council cooperates and funds this and I wanted to
let you know it's working.
Director of Finance Copfer:
• No report.
Councilman Kearney Chairman of the Finance Committee:
The Finance Committee met on Tuesday, October 24, 2017 at 7:00 p.m. Present were
committee members Kearney, Schumann and Rahm; Council members Hemann, Limpert
and Williamson; Mayor Kennedy, Assistant Director of Finance Sperling, Director of
Safety & Service Glauner and guests.
• Discussed first was Resolution 2017-73. A Resolution authorizing the Director of
Public Service to advertise for bids for diesel fuel and gasoline products for use
by the City of North Olmsted, as per specifications on file, and authorizing the
Mayor, after approval of the Board of Control, to enter into a contract to purchase
2
