facility to insure equalization of discharge over a twenty-four hour period. This facility <br />shall have a capacity of at least fifty percent (50%) of the total normal volume of a <br />twenty-four hour production period, and the outlet to the sewer shall be equipped with a <br />rate -discharge controller or other approved device, the regulation of which shall be <br />directed by the Service Director. <br />(Ord. 2007-38. Passed 6-19-07.) <br />911.15 INJURY OF SEWAGE WORKS. <br />No unauthorized person shall maliciously, willfully or negligently break, damage, <br />destroy, uncover, deface or tamper with any structure, appurtenance or equipment which <br />is part of the sewage disposal system. <br />No person shall access the sewer system or POTW for any activity including <br />discharge of trucked or hauled septic or industrial wastes except at locations and at times <br />as designated by the Service Director in writing. Any removal of manhole lids, or other <br />access to the sewer system for the purpose of discharging wastes at times and/or <br />locations other than these designated by the Service Director, or without the expressed <br />written permission by the Service Director, shall be considered a violation and shall be <br />subject to enforcement action including fines and penalties allowed under this chapter. <br />(Ord. 91-95. Passed 8-20-91.) <br />911.16 POWERS AND AUTHORITY OF INSPECTORS. <br />(a) The discharger shall allow the Service Director or his duly authorized <br />employees bearing proper credentials and identification to enter upon the premises of <br />the discharger during any reasonable hour for the purposes of inspection, sampling and <br />records examinations and copying to determine compliance with the requirements of <br />this chapter. Where the industry has security measures in force which require proper <br />identification and clearance before entry, the discharger shall make necessary <br />arrangements so that the Service Director or his representative will be permitted entry <br />without delay. The City shall have the right to set up on the discharger's property <br />necessary devices to conduct sampling, inspection, compliance monitoring, metering <br />
