(7) "Average weekly discharge limitation" means the highest allowable average of daily discharges over a calendar week, calculated as the sum of all daily discharges measured during a calendar week divided by the number of daily discharges measured during that week. (10) "Building Commissioner" or "Building Administrator" means the Building Commissioner of the City, or his authorized deputy, agent or representative. (11) "Building drain" means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of a building and conveys it to the sewer, beginning outside the inner face of the building wall. (12) "Building sewer" means the extension from the building drain to the municipal sewer or other place of disposal.
