5 1 Page <br />DEVELOP A COMPREHENSIVEPERSONNEL POLICY MANUAL <br />Proiect Deliverables <br />HAI proposes to prepare a comprehensive Personnel Policy and Procedure Manual for the City of <br />North Olmsted. We will review the current practices of the City, and recommend changes, where <br />appropriate, to bring the City into compliance with court decisions, the Americans with Disability Act, <br />Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), and the Ohio Revised <br />Code. This portion and the cost for same is outlined earlier in this proposal. <br />In addition to reviewing and revising current policies, the Consultant, in concert with City officials, <br />will develop specific policies and procedures to help assure that employees are aware of laws <br />prohibiting discrimination in employment. Ultimately, the Consultant will prepare all policies in for <br />the City including areas such as Civil Service, discipline and discharge, recruitment and selection, <br />probationary periods, compensation, benefits, etc. All necessary Personnel forms will be created or <br />redesigned to meet current standards. <br />We will also review the City's labor agreements to ensure that no policies conflict with provisions of <br />those agreements, and develop special policies for safety departments where necessary. Upon <br />request, we will attend meetings with union committees to explain policies and secure union <br />concurrence. <br />Work Process <br />1) Meet with the HR Director, Mayor and/or other City officials, as well as department <br />heads to discuss the specific objectives of the project, establish communication lines and <br />approval procedures. <br />2) Collect information on all existing policies and procedures (written and unwritten), memos, <br />forms, rules, regulations, benefit documents, applications, labor agreements, ordinances and <br />resolutions relating to the employee/employer relationship. Discuss policy issues and <br />identify issues that require specific evaluation. <br />3) Recommend modifications and additional policies where necessary. <br />4) Revise existing policies and draft new policies. <br />5) Prepare first draft of Personnel Policy Manual. <br />6) Develop specific policies and modifications where necessary. <br />7) Review first draft of Personnel Policy Manual with management teams. Receive input <br />and collect additional data, if required. <br />
