Council Minutes of 2-20-2018 <br />• Discussed last was Resolution 2018-16. A Resolution declaring the necessity of <br />the construction and repair of certain sidewalks in the City of North Olmsted by <br />the abutting property owners; the construction, repair and assessment of the costs <br />of sidewalks in certain cases by the City, and declaring an emergency. Director <br />Lieber outlined the plan which will cover the course of eight inspection areas by <br />the City Engineer. The process, for which the City will contract the work via a <br />bulk rate contract with a vendor and the City and pass through the costs to the <br />resident with the overall objective to provide a better rate for sidewalk <br />improvement, was outlined. The first section will cover parts of Ward III and <br />Ward I. The Planning & Development Director also noted it would be extremely <br />difficult to quantify and incorporate residents previously cited for sidewalks in the <br />City within the parameters of this program. Mr. Glassburn asked about delaying <br />for a year the requirement to fix sidewalks for people currently cited and <br />including them in this program next year. The Mayor and Director of Planning & <br />Development's recommendation to address Mr. Kearney, Mr. Glassburn and Mr. <br />Limpert's concerns is to work with the contractor selected where residents <br />previously cited could reach out to vendor and get similar pricing for their <br />sidewalk repairs. The City would not pass through those costs in this program, but <br />it will be revisited as the re -inspections occur. After further discussion the <br />Committee voted to recommend to Council 3-0 with suspension. <br />Councilman Glassburn Chairman of the Intra -Governmental Relations Committee: <br />The originally scheduled meeting for the Intra -Governmental Relations Committee was <br />cancelled due to a scheduling conflict for the appointee that was going to be interviewed. <br />AUDIENCE PARTICIPATION <br />Terry Groden <br />25211 Chase Drive <br />Mr. Groden stated he was here as Vice President of the North Olmsted Board of <br />Education and the District's Legislative Liaison. He said he wanted to provide an update <br />on actions the School District has taken on behalf of North Olmsted residents. <br />Mr. Groden stated earlier this month he traveled to Washington, D.C. to advocate on <br />behalf of public education. He said the group he was with met with Senator's Brown and <br />Portman and that he met one on one with the education staffer from Congressman <br />Renacci's office. The focus of the discussions were on three topics: 1) IDEA funding, 2) <br />Reauthorization of the Carl D. Perkin's Act and 3) School Choice. <br />Mr. Groden stated the Individuals with Disabilities Education Act (IDEA) is a law that <br />makes available a free and appropriate public education to eligible children with <br />disabilities. He said the Federal government initially pledged 40% of the funding to help <br />education students with disabilities when the law was passed. He said last year the cost to <br />educate special needs students in North Olmsted alone was $11.5 million dollars and <br />North Olmsted only received seven percent from the Federal government.
