Council Minutes of 2-20-2018 <br />The Public Safety, Health and Welfare Committee met on Tuesday, February 13, 2018 at <br />7:53 p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann and Kearney; Council President Jones; Mayor Kennedy, <br />Director of Planning & Development Lieber, Assistant Director of Law O'Malley and <br />guests. <br />• Discussed was Resolution 2018-13. A Resolution authorizing the Director of <br />Planning & Development to solicit proposals for a contract to demolish and <br />remove a dangerous building located at 4033 Walter Road, as a public nuisance; <br />and further authorizing the demolition costs to be certified as a tax lien pursuant <br />to Ohio Revised Code Section 715.261 and Section 1363.108.7 of the Codified <br />Ordinances, and declaring an emergency. Assistant Director of Law O'Malley <br />spoke about this Resolution. This is actually the fifth home the City has attempted <br />to demolish. This one had a reverse mortgage on it and was underwater. The bank <br />did not foreclose and has ignored all communications from the City. The last <br />demolition cost the City around $10,000 and this should be in that neighborhood. <br />The approximate timeline is about six month from going out to bid until <br />demolition. A motion to recommend approval to Council was made by <br />Councilman Brossard and seconded by Councilman Kearney. The Committee <br />voted 3-0 to recommend to Council. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, February 13, 2018 at 7:00 p.m. <br />Present were committee members Limpert, Kearney and Glassburn; Council members <br />Brossard, Hemann and Williamson; Council President Jones; Mayor Kennedy, Director <br />of Planning & Development Lieber and guests. <br />• Discussed first was Ordinance 2018-14. An Ordinance amending Section <br />1363.302.8 of Chapter 1363 of the Real Property Maintenance Code entitled <br />"Sidewalks, Parking Areas and Driveways," in order to provide modified <br />standards for enforcement, and declaring an emergency. Director Lieber outlined <br />changes to the Code based on previous feedback from City Council and a review <br />of the standards. After review, the standards have been updated to be consistent <br />across the Chapter. The updates to the Code more explicitly states that a hazard <br />should exist. Also, a quick reference guide will be included with the violation <br />notice to ensure the resident being cited knows about repair techniques and what <br />is not permitted in addition to where the resident can obtain additional <br />information or ask additional questions about repairs. Once this Resolution is <br />adopted, any outstanding citations will be re -inspected with the guidelines of the <br />new Code. The Committee voted 3-0 to recommend to Council with suspension. <br />• Discussed next was Ordinance 2018-15. An Ordinance repealing Ordinance <br />2017-69, which suspended for six (6) months the enforcement of Section <br />1363.302.8 of Chapter 1363 of the Real Property Maintenance Code entitled <br />"Sidewalks, Parking Areas and Driveways," and declaring an emergency. This <br />allows the lifting of the moratorium Council put in place last year. Director Lieber <br />requested suspension to permit as much time as possible to conduct re - <br />inspections. The Committee voted 2-1 to recommend to Council with suspension. <br />14 <br />
