Council Minutes of 2-20-2018 <br />of demolition and construction contracts at the Waste Water Treatment Plant (WWTP) to <br />provide for a new metal pre -fabricated building, located east of Building No. 10, <br />including new steel roofing for said building and to unify with adjoining structures, as <br />detailed in the specifications on file with the Engineer, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder. <br />Resolution 2018-24 was introduced and placed on first reading by Mayor Kennedy, A <br />Resolution authorizing the Director of Public Service to advertise for bids for the <br />transportation and disposal of bio -solids from the wastewater treatment plant and, <br />following the approval by the Board of Control, authorizing the Mayor to enter into an <br />agreement with the lowest and best bidder. <br />MISCELLANEOUS BUSINESS <br />Councilman Brossard scheduled a Public Safety, Health & Welfare Committee meeting <br />for Tuesday, February 27, 2018 at 7:00 p.m. to discuss Ordinance 2018-19. The Director <br />of Safety & Service is asked to attend. <br />Councilman Brossard scheduled a Finance Committee meeting for Tuesday, February 27, <br />2018 at 7:10 p.m. to discuss Ordinance 2018-17. The Director of Finance is asked to <br />attend. <br />Councilman Limpert scheduled a Streets and Transportation Committee meeting for <br />Tuesday, February 27, 2018 at 7:20 p.m. to discuss Ordinance 2018-14, Ordinance 2018- <br />15 and Resolution 2018-16. The Director of Safety & Service is asked to attend. <br />Councilwoman Hemann scheduled an Environmental Control Committee meeting for <br />Tuesday, February 27, 2018 at 7:30 p.m. to discuss Resolution 2018-23 and Resolution <br />2018-24. The Director of Safety & Service is asked to attend. <br />Councilwoman Williamson scheduled a Building, Zoning & Development Committee <br />meeting for Tuesday, March 6, 2018 at 7:20 p.m. to discuss CMS 18-10479. The Director <br />of Planning & Development is asked to attend. <br />Councilman Schumann addressed Council. Madame President and Council, as you all <br />know BZBA or the Building and Zoning Board of Appeals is short a member. There has <br />been an opening for a year and in early January the Mayor appointed Dan Rahm to fill <br />the open seat. Mr. Rahm of course is well known to all of us. He was interviewed by this <br />body about 12 months ago and was subsequently appointed to serve the remainder of <br />Councilman Barker's term. As Councilman, Mr. Rahm served well and I am proud to say <br />he and I cosponsored legislation so I got to know him very well. I believe most of us have <br />a very positive impression of Mr. Rahm. Therefore, I feel it would be unnecessary to <br />interview Mr. Rahm. There is precedent not to interview. In my own time, this is to my <br />recollection, we approved former Councilman Smith to Charter Review without an <br />interview and on several occasion the former chair of Intra -Governmental did phone <br />interviews and then reported back to us, we did not have the applicant before us. We also <br />don't interview when a member is reappointed or if we move somebody from a board to a <br />
