Council Minutes of 5-1-2018 <br />Brossard, Glassburn and Hemann; Mayor Kennedy, Director of Planning & Development <br />Lieber and guests. <br />• Discussed first was CMS 18-10848, Style Associates Salon located at 23565 <br />Lorain Road. The proposal consisted of a conditional use permit for accessory <br />tattooing services in the B-1 Local Business District. The salon proposed to offer <br />microblading services, a form of semi-permanent makeup application. The <br />Planning & Design Commission voted to approve the conditional use permit by <br />waiving the requirements for building size and spacing of tattoo establishments, <br />and with the condition that microblading remain an accessory use. The Committee <br />voted 2-0 to recommend to Council with the Planning & Design Commission <br />recommendations. <br />Councilwoman Williamson moved to approve CMS 18-10848 Style Associates Salon <br />with the Planning & Design Commission recommendations. The motion was seconded by <br />Councilman Limpert and passed unanimously. CMS 18-10848 approved 7-0. <br />• Discussed next was Resolution 2018-44. A Resolution dispensing with the <br />Request for Qualifications (R.F.Q.) process required to obtain the services of a <br />Back -Up Plans Examiner and authorizing the Mayor to enter into a three (3) year <br />contract with Randy Knilans as Back -Up Plans Examiner, Director Lieber <br />explained the State of Ohio requires the City to have a Back -Up Plans Examiner <br />with qualifications of "Master Plans Examiner." There will be no cost to the City <br />unless services are used. The Back -Up Plans Examiner will only be used in an <br />emergency. Clark and Post Architects are highly recommended by our building <br />officials. The Committee voted 2-0 to recommend to Council with an amendment <br />to change references from Randy Knilans to Clark and Post Architects in the title <br />and throughout the legislation. <br />Councilwoman Williamson moved to amend Resolution 2018-44 to change the title and <br />references from Randy Knilans to Clark and Post Architects throughout the legislation. <br />The motion was seconded by Councilman Limpert and passed unanimously. Resolution <br />2018-44 amended by a vote of 7-0. <br />Councilman Limpert Chairman of the Streets & Transportation Committee: <br />The Streets & Transportation Committee met on Tuesday, May 1, 2018 at 7:10 p.m. <br />Present were committee members Limpert and Glassburn; Council members Brossard, <br />Hemann, Schumann and Williamson; Mayor Kennedy, Director of Planning & <br />Development Lieber and guests. <br />• Discussed was Ordinance 2018-45. An Emergency Ordinance enacted by the City <br />of North Olmsted, Cuyahoga County, Ohio hereinafter referred to as the <br />Municipality, in the matter of the hereinafter described improvement and requests <br />the cooperation of the County of Cuyahoga, Ohio, hereinafter referred to as the <br />County. The Planning Director noted this formalized an agreement between the <br />City and the County where North Olmsted would lead the resurfacing project for <br />MacKenzie road. The County will award the City a grant of $250,000 to <br />reimburse some of the costs in 2019. The Mayor and Planning Director also <br />discussed with the County what would be required to complete resurfacing of <br />2 <br />
