Council Minutes of 6-5-2018 <br />the Mayor to enter into a contract with the firm determined to provide the best services at <br />a reasonable cost. <br />Ordinance 2018-57 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to establish new Chapter 904, entitled "Small Cell Facilities and Wireless <br />Support Structures Within the Right -Of -Way", in order to regulate small cell <br />technologies, and declaring an emergency. <br />Resolution 2018-58 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution approving of and authorizing the Mayor to enter into a Collective Bargaining <br />Agreement with the American Federation of State, County and Municipal Employees <br />("AFSCME"), Ohio Council 8, Local 2681 for the city's Clerical/Tech Unit Employees, <br />for the period July 1, 2018 through December 31, 2020 and declaring an emergency. <br />Ordinance 2018-59 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending the rates of compensation for various administrative personnel in <br />the Divisions of Building and Engineering for the years 2018, 2019 and 2020; and <br />otherwise restate the compensation rates and descriptions for various administrative and <br />legislative personnel for the years 2018, 2019 and 2020, and declaring an emergency. <br />Resolution 2018-60 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the Request for Qualifications (R.F.Q.) Process required to <br />obtain the services of a Municipal Financial Advisor and authorizing the Mayor to enter <br />into a contract with MAS Financial Advisory Services, LLC to provide municipal <br />advisory services for the City of North Olmsted, and declaring an emergency. <br />Resolution 2018-61 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution determining to submit to the electors of the City the question of issuing bonds <br />for the purpose of improving the City's park and recreational facilities by constructing, <br />renovating, remodeling, adding to, furnishing, equipping and otherwise improving <br />facilities for aquatics, basketball, volleyball, ice skating, fitness, indoor and outdoor <br />walking and gymnastics, ball fields, public spaces, locker rooms and spaces for related <br />and supporting activities at the Recreation Center Complex; improving North Olmsted <br />Community Park by constructing, furnishing, equipping and otherwise improving a new <br />football and soccer field, a band shell and performance stage, an all-purpose trail, <br />playgrounds, bocce courts, parking areas and related supporting facilities and improving <br />existing ball fields, restrooms and other facilities; and improving Barton and Bradley <br />Park by improving existing facilities and providing supporting site, street and sidewalk <br />improvements, in each case together with the necessary appurtenances and work <br />incidental thereto; and declaring an emergency. <br />Councilman Glassburn asked to address Council. Madame President, Tonight, I would <br />like to offer an amendment to 2018-61, the Rec Center Bond Levy proposal, to address <br />concerns brought forth by residents with the May levy proposal. Since 2018-61 is <br />identical to the previous proposal that just failed at the ballot, it is incumbent upon the <br />Council and Administration to improve the proposal to reflect the will of the voters. I will <br />also note this lengthy amendment is being offered verbally so as to prevent the City from <br />incurring the expense of being obligated to go through outside bond legal counsel. <br />0 <br />
