Council Minutes of 6-19-2018 <br />Mr. Schumann explained that an emergency clause allows legislation to go into effect <br />immediately, without the clause legislation does not go into effect for 30 days after it's <br />been signed. <br />Mr. Urmin said he knows the vote on this issue went into a recount and wanted to know <br />the results. <br />The Mayor responded the levy failed by 31 votes. <br />Mr. Urmin asked what just the cost of the Recreation Center is according to the proposal. <br />They Mayor suggested the two sit down and talk over all of the issues if that works for <br />him. <br />Mr. Urmin said that's fine. He then asked what major repair costs are currently required <br />for the Recreation Center and said if that can be answered in their discussion that would <br />be fine. <br />The Mayor responded it is a 44 year old facility. He said the outdoor pool is bowing and <br />there has been a ton of problems. <br />Mr. Urmin asked what the cost would be to fix that pool. <br />The Mayor responded he didn't know. But there are sorts of things that pop up, <br />underneath the ice, etc. <br />Mr. Urmin said his concern about expanding the facilities in size is it is going to double <br />the maintenance and operational costs. He said the proposal has fuzzy math involved with <br />no clear answer on how we are going to double the size which will double the <br />maintenance and operational costs. <br />The Mayor said before he took over a lot of things at the center was controlled by user <br />groups and did not really make any money. The Mayor said he changed the leadership at <br />the Recreation Center and they realized they can make some money. He also said some of <br />these things are old. The ice can't make any money if it's down. It's down right now and <br />hopefully it will get back up and going for the rest of the summer. <br />Mr. Urmin said his point is there are operational costs involved and without clear cut <br />answers to doubling the size of a facility where he sees a lot of neglect he has concerns. <br />He thinks improving and maintaining what the City currently has is the better option. <br />The Mayor said the Recreation Center does not have anything one would need if they <br />were to build a recreation center today. He said it does not have basketball courts, <br />walking tracks, the things one would put in a recreation center today. The Mayor said <br />more room is currently needed. <br />Mr. Urmin asked if there have been studies to back this up. <br />8 <br />
