Council Minutes of 6-19-2018 <br />Kennedy, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber, Assistant Law Director O'Malley and guests. <br />• Discussed was Ordinance 2018-57. An Ordinance to establish new Chapter 904, <br />entitled "Small Cell Facilities and Wireless Support Structures Within the Right - <br />Of -Way", in order to regulate small cell technologies, and declaring an <br />emergency. Mr. O'Malley noted the right of way legal challenge to home rule is <br />still outstanding at the state level of which the City is not a party. However, in the <br />meantime, while the legislation is being challenged, Mr. O'Malley noted the <br />Director of Law and Director of Safety & Service felt it warranted to move <br />forward with legislation that was prudent to implement while the challenge is <br />underway in order to regulate small cell technologies within the Right -Of -Way. <br />The committee voted 3-0 to recommend to Council with suspension. <br />Councilman Glassburn Chairman of the Intra -Governmental Committee: <br />The Intra -Governmental Committee met on Tuesday, June 12, 2018 at 9:35 p.m. Present <br />were committee members Glassburn, Schumann and Hemann; Council members <br />Brossard, Kearney, Limpert and Williamson; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Director of Safety & <br />Service Glauner and guests. <br />• Discussed was Resolution 2018-63. A Resolution ratifying and further authorizing <br />the Mayor to enter into an Intergovernmental Agreement for shared <br />services/materials with the City of North Ridgeville and declaring an emergency. <br />The committee voted 3-0 to recommend to Council with suspension. In essence <br />North Ridgeville has purchased the equipment to handle these materials and it is <br />more cost effective for us to purchase from North Ridgeville than to have that <br />equipment on our own. <br />AUDIENCE PARTICIPATION <br />Jennifer Rudolph <br />3329 Walter Road <br />Ms. Rudolph wanted to express a word of caution with the potential for abuse of passing <br />legislation on suspension. She pointed out there are 22 pieces of legislation this evening, <br />of which 13 are going to be passed on suspension. She said three of those are being read <br />for the first time, one of which is going to have a direct impact on residents. Ms. Rudolph <br />said unless they are here tonight they won't have a chance to say anything regarding it. <br />She said she doesn't necessarily disagree with the content, but the City has been without <br />anything regarding transient renters for 100 years so it could wait another month. <br />Steve Urmin <br />5680 Wellesley Avenue <br />Mr. Urmin said Mr. Schumann mentioned emergency status in his minutes regarding the <br />Recreation Center Levy.
