Council Minutes of 6-19-2018 <br />Financial Advisory Services, LLC to provide municipal advisory services for the <br />City of North Olmsted, and declaring an emergency. Council was given a tutorial <br />about the difference between a municipal advisor and an underwriter. Council was <br />also introduced to Mathew Stuczynski. The committee voted 3-0 to recommend to <br />Council. <br />The Finance Committee also met tonight, Tuesday, June 19, 2018 at 7:00 p.m. Present <br />were committee members Schumann, Brossard and Kearney; Council members <br />Glassburn, Hemann, Kearney and Limpert; Council President Jones; Mayor Kennedy, <br />Director of Finance Copfer, Director of Human Resources Gallo, Law Director Gareau, <br />Director of Safety & Service Glauner, Director of Planning & Development Lieber and <br />guests. <br />• Discussed was Resolution 2018-61. A Resolution determining to submit to the <br />electors of the City the question of issuing bonds for the purpose of improving the <br />City's park and recreational facilities by constructing, renovating, remodeling, <br />adding to, furnishing, equipping and otherwise improving facilities for aquatics, <br />basketball, volleyball, ice skating, fitness, indoor and outdoor walking and <br />gymnastics, ball fields, public spaces, locker rooms and spaces for related and <br />supporting activities at the Recreation Center Complex; improving North Olmsted <br />Community Park by constructing, furnishing, equipping and otherwise improving <br />a new football and soccer field, a band shell and performance stage, an all- <br />purpose trail, playgrounds, bocce courts, parking areas and related supporting <br />facilities and improving existing ball fields, restrooms and other facilities; and <br />improving Barton and Bradley Park by improving existing facilities and providing <br />supporting site, street and sidewalk improvements, in each case together with the <br />necessary appurtenances and work incidental thereto; and declaring an <br />emergency. After much discussion, the committee voted 3-0 to table and request a <br />rewrite to include the 3.6 mils with the hope there can be some value engineering <br />and be rewritten with more flexibility. There was some discussion about interest <br />rate increases and labor being protected. <br />Councilman Schumann asked for personal privilege. This is from a newspaper, I thought <br />you guys would get a kick out of this. This was found at Frostville. It's from a newspaper <br />from 1955. I thought this was kind of neat. "The service department of North Olmsted <br />has been busy recently with spot -repairing of Lorain road in an attempt to keep up with <br />the increase..." this is The West Shore Calendar, July 21, 1955. "...spot -repairing of <br />Lorain road in an attempt to keep up with the increase in ruts and holes in the surface of <br />the road. Lorain road is badly in need of a resurfacing job and Mayor Charles B. Lewis <br />has been engaging the State of Ohio in trying to come to an agreement through <br />discussions in regard to the cost of the job. The City of North Olmsted obviously does not <br />have the funds necessary and the Mayor has been seeking the assistance of state <br />officials."
