Council Minutes of 6-19-2018 <br />The Finance Committee met on Tuesday, June 12, 2018 at 8:07 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Kearney and Limpert; Council President Jones; Mayor Kennedy, Director of <br />Finance Copfer, Director of Human Resources Gallo, Director of Safety & Service <br />Glauner, Assistant Director of Law Gareau, Director of Planning & Development Lieber, <br />Chief of Police Wagner and guests. <br />• Discussed was Resolution 2018-61. A Resolution determining to submit to the <br />electors of the City the question of issuing bonds for the purpose of improving the <br />City's park and recreational facilities by constructing, renovating, remodeling, <br />adding to, furnishing, equipping and otherwise improving facilities for aquatics, <br />basketball, volleyball, ice skating, fitness, indoor and outdoor walking and <br />gymnastics, ball fields, public spaces, locker rooms and spaces for related and <br />supporting activities at the Recreation Center Complex; improving North Olmsted <br />Community Park by constructing, furnishing, equipping and otherwise improving <br />a new football and soccer field, a band shell and performance stage, an all- <br />purpose trail, playgrounds, bocce courts, parking areas and related supporting <br />facilities and improving existing ball fields, restrooms and other facilities; and <br />improving Barton and Bradley Park by improving existing facilities and providing <br />supporting site, street and sidewalk improvements, in each case together with the <br />necessary appurtenances and work incidental thereto; and declaring an <br />emergency. Some members of Council spoke regarding the levy. Mr. Kearney <br />particularly spoke in favor of the plan as it exists. The Finance Director talked <br />about reducing costs by investing borrowed money before it was used. The Mayor <br />handed out copies of the previous Rec Master Plan to demonstrate the need. <br />Guests were invited to speak and there was some discussion of using <br />Councilmanic bonds. A guest spoke about wanting to keep the skate park, another <br />spoke about protecting trees at the Recreation Center site and there was a lively <br />discussion between a resident and the Mayor about taxes. The committee voted 3- <br />0 to hold in committee. <br />• Discussed next was Resolution 2018-58. A Resolution approving of and <br />authorizing the Mayor to enter into a Collective Bargaining Agreement with the <br />American Federation of State, County and Municipal Employees ("AFSCME"), <br />Ohio Council 8, Local 2681 for the city's Clerical/Tech Unit Employees, for the <br />period July 1, 2018 through December 31, 2020 and declaring an emergency. This <br />contract is similar to the contract reached by other bargaining groups. It includes <br />raises of 2.5% in 2018, 2.5% in 2019 and 2.0% in 2020. The committee voted 3-0 <br />to recommend to Council. <br />• Discussed next was Ordinance 2018-59. An Ordinance amending the rates of <br />compensation for various administrative personnel in the Divisions of Building <br />and Engineering for the years 2018, 2019 and 2020; and otherwise restate the <br />compensation rates and descriptions for various administrative and legislative <br />personnel for the years 2018, 2019 and 2020, and declaring an emergency. This <br />raises the hourly rate for the part-time seasonal inspectors. The committee voted <br />3-0 to recommend to Council. <br />• Discussed last was Resolution 2018-60. A Resolution dispensing with the Request <br />for Qualifications (R.F.Q.) Process required to obtain the services of a Municipal <br />Financial Advisor and authorizing the Mayor to enter into a contract with MAS <br />0 <br />
