Council Minutes of 6-19-2018 <br />amendment rights. The committee voted 3-0 to recommend to Council with <br />suspension. <br />The Building, Zoning & Development Committee also met tonight, Tuesday, June 19, <br />2018 at 6:45 p.m. Present were committee members Williamson, Limpert and Schumann; <br />Council members Brossard, Glassburn and Hemann; Mayor Kennedy, Director of <br />Planning & Development Lieber, applicants and guests. <br />Discussed first was CMS 18-11091 Office Warehouse located at 31314-31526 <br />Lorain Road. This proposal involved constructing a new 11,550 square foot office <br />warehouse facility in the B-2 Office/Service District on a consolidated lot with an <br />existing commercial building. The new building will be constructed on the site of <br />two former residences, purchased and demolished by the applicant. The building <br />will accommodate three tenants with office space, storage and docking. No new <br />curb cuts are proposed. Stormwater will be managed in a basin at the rear of the <br />property. Landscaping is proposed along the street lawn and adjacent to the new <br />building. Plantings have been extended along the frontage of the existing building <br />to match. Lighting is provided by two site lights in the front yard, recessed canopy <br />lights and wall packs mounted to the building. Illumination levels are within code <br />limits. One new ground sign is proposed, which will require a variance for more <br />than one ground sign on a lot. <br />Councilwoman Williamson made a motion to approve CMS 18-11091 with the <br />recommendations of the Building and Zoning Board of Appeals. The motion was <br />seconded by Councilman Limpert and passed unanimously. CMS 18-11091 approved by <br />a vote of 7-0. <br />Discussed next was CMS 18-10741 Blue Falls Car Wash located at 23570 Lorain <br />Road. The applicant proposed to demolish an existing self -serve wash and <br />residence on contiguous commercial lots to construct a new car wash facility on <br />Lorain Road at Gessner Road. The project meets all building material, <br />landscaping and lighting code requirements. The BZBA granted variances for <br />building height and signage. Significant landscaping will be added to the street <br />frontages, around the building and buffering adjacent residential property. The <br />project preserves green space at the rear of the property and incorporates <br />improved stormwater management into the design. Because car wash facilities are <br />a conditional use in the B-1 District, the project was subject to various specific <br />conditional use standards, two of which the committee proposes to waive. <br />Councilwoman Williamson made a motion to approve the conditional use permit and <br />development plan for CMS 18-10741 Blue Falls with the following recommendations: to <br />waive the 125 linear foot required separation between driveways; waive the 100 foot <br />required setback of buildings and uses from the residential district boundary; and allow <br />the doors of the facility to be located at the front and rear of the facility as shown on the <br />design plans and require lot consolidation.
