Council Minutes of 6-19-2018 <br />is part of the overall plan to improve Springvale. The committee voted to <br />recommend to Council with suspension 3-0. <br />Councilman Brossard Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, June 12, 2018 at 7:43 <br />p.m. Present were committee members Brossard, Williamson and Limpert; Council <br />members Glassburn, Hemann, Kearney and Schumann; Council President Jones; Mayor <br />Kennedy, Director of Human Resources Gallo, Director of Safety & Service Glauner, <br />Director of Planning & Development Lieber, Assistant Law Director O'Malley, Chief of <br />Police Wagner and guests. <br />• Discussed first was Ordinance 2018-64. An Ordinance renaming and amending <br />Section 333.11 of the Traffic Code currently entitled "Texting While Driving <br />Prohibited" so as to further prohibit internet usage while driving and additionally <br />making a violation of Section 333.11 a primary offense. The Chief of Police said <br />this will move texting or using the internet while driving from a secondary <br />offense to a primary office. The committee voted to recommend to Council 3-0. <br />• Discussed next was Resolution 2018-65. A Resolution authorizing the Mayor to <br />accept a donation of $15,000.00 from the North Olmsted Foundation to assist in <br />the acquisition of a K9 Unit and related equipment for the Division of Police, and <br />declaring an emergency. The committee wanted to amend this to read a donation <br />of over a $1,000.00. The committee voted to recommend to Council as amended <br />and with suspension 3-0. <br />Councilman Brossard made a motion to amend Resolution 2018-65. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. Resolution 2018-65 <br />amended by a vote of 7-0. <br />Councilwoman Williamson Chairwoman of the Building, Zoning & Development <br />Committee: <br />The Building, Zoning & Development Committee met on Tuesday, June 12, 2018 at 7:28 <br />p.m. Present were committee members Williamson, Limpert and Schumann; Council <br />members Brossard, Glassburn, Hemann and Kearney; Council President Jones; Mayor <br />Kennedy, Director of Safety & Service Glauner, Director of Planning & Development <br />Lieber, Assistant Law Director O'Malley and guests. <br />Discussed first was Ordinance 2018-56. An Ordinance authorizing the Director of <br />Planning and Development to request proposals from qualified firms to provide <br />professional planning and zoning services for the Sign Code Update Project, and <br />following approval by the Board of Control, further authorizing the Mayor to <br />enter into a contract with the firm determined to provide the best services at a <br />reasonable cost. Director Lieber stated this project was included in the 2018 <br />Budget. Due to a recent Supreme Court ruling our Sign Code, along with most <br />communities, is unconstitutional. It is important for the City to bring the Code <br />into compliance with the law. The City feels it is important to attain expert advice <br />as this is one of the most difficult portions of the code as it deals with first <br />
