Council Minutes of 6-19-2018
Chief Wagner introduced former Mayor Norman Musial to present a check to the
City to purchase a K9. He said the Mayor in 2001 brought a K9 to the North
Olmsted Police Department. The Chief said the dog is not only a great public
relations tools that a department can have, but it helps them do their jobs better.
He said the City has been without a K9 since 2013. Mayor Musial through the
North Olmsted Foundation offered to make a donation to purchase a dog this fall.
Chief Wagner said Officer Ryan DiMatteo will be the new canine officer for the
City. Mayor Musial presented a check of $7,500 to Mayor Kennedy and Chief
Wagner on behalf of the North Olmsted Foundation. Mayor Musial said the other
$7500 will be provided in October. Chief Wagner said the dog costs $15,500 to
purchase. He said when the City bought a dog in 2001 it cost $10,800, but within
the first six months on the road the City seized $25,000 in funds of drug money.
So the dogs do pay for themselves in terms of forfeitures and seizures. Chief
Wagner said he can't thank Mayor Musial enough and he is sure the City thanks
him as well.
Director of Law Gareau:
Mr. Gareau mentioned the passing of former Councilman George Nasher. He said
Mr. Nasher was the Councilman in Ward III and he had the honor of working
with him for a number of years. Mr. Gareau said he was a great guy who was
married to his wife for 53 years, had three children and 12 grandchildren. He also
was on Council for 16 years and was a military veteran. Mr. Gareau said he
wanted to pass his condolences to the family and asked for a moment of silence to
honor him and his commitment to the community.
Director of Finance Copfer:
• No report.
Councilman Kearney Chairman of the Recreation, Public Parks and Buildings
Committee:
The Recreation, Public Parks and Buildings Committee met on Tuesday, June 12, 2018 at
7:00 p.m. Present were committee members Kearney, Hemann and Brossard; Council
members Glassburn, Limpert, Schumann and Williamson; Council President Jones;
Mayor Kennedy, Director of Safety & Service Glauner, Director of Planning &
Development Lieber, Recreation Commissioner Drenski, Assistant Recreation
Commissioner Wetmore and guests.
• Discussed first was Resolution 2018-55. A Resolution authorizing the Mayor to
enter into an option and lease agreement with TowerCo 2013 LLC to provide for
a monopole cellular tower located at the Recreation Center property; and further
authorizing the Mayor to execute all necessary documents, and declaring an
emergency. This will be a good addition to the City as it will help all residents
with their cell phone reception. The committee voted to recommend to Council
with suspension 3-0.
• Discussed next was Ordinance 2018-62. An Ordinance dispensing with the RFP
process and authorizing the Mayor to enter into a contract with John Patrick
Picard Architect, Inc. for the purpose of providing architectural services for the
Springvale Ballroom roof and HVAC project, and declaring an emergency.
