Council Minutes of 6-26-2018
Maureen Diver
24711 Mitchell Drive
Ms. Diver said she has passed on her concerns to various Councilmembers but she is not
sure it has gotten to the Mayor because he says no one has complained about the
recreation plan as far as he knows. She is concerned if it passes it is going to be more
than $127 per year. She said she looked at the percentages that came out of her taxes
today and the County will soon be less than the City if this levy passes. Ms. Diver said if
she was to go to sell her home, she is afraid the realtor might forewarn anyone who
comes looking to move into the City. She also said young people won't be able to afford
the homes here, let alone the taxes which she said will be the highest of the western
suburbs if this goes through. Ms. Diver said she understands there is a Councilperson
who has offered an alternative but it hasn't been discussed. She also wants to know what
is going to be done regarding maintenance money as she has heard it is going to be taken
from other accounts.
The Mayor asked where she heard those rumors. He also said he would not go to the
residents with a proposal for a tax increase that doesn't fix the problem. Mayor Kennedy
said he has to fix a lot of things at the Rec Center to prove it could be profitable and have
a membership. He said he has done that and it is time to take the next step. He said the
property values are high right now and last year properties in North Olmsted sold for
$20,000 more than what they are evaluated at. He said that is going to keep going up and
it is an unbelievable time to sell. He also said the only person that is going to get a better
deal is the person that buys your house.
Ms. Diver said the City will bypass the County in terms of higher taxes if we pass the
Recreation Center levy.
The Mayor said he does not know that is the numbers, but he can tell you from a City tax,
we do not have income tax like other communities in the area and that is why young
people want to come here because the City has great schools and a recreation center. He
said you can sell your home today and get a great value compared to what you are paying
taxes on or you can sell it in 10 years and get an even better deal.
Ms. Diver said she disagreed.
The Mayor again asked her to get with him to let him know who is telling her those
rumors because they are false.
Councilwoman Hemann said she has been skirting the issue of a rebuttal to the proposal
that has been put out as it seemed unfair, but she said she feels now is the time for
residents who seem to think there has been a formal proposal made by Councilman
Glassburn to understand that is not the case. She said it is a theory, not a proposal. She
said she has a pending public records request as she has asked numerous times for Mr.
Glassburn to provide his facts and figures. She said he turned it over to the Law Director
and she has yet to see one piece of information to back up what his theory is. She said she
did attempt to spend four to five hours researching his theory, but was unable to come up
with much. She said he has been unable to help her help him to support it or incorporate
