Council Minutes of 7-10-2018 <br />site, street, sidewalk and parking improvements and necessary appurtenances and <br />work incidental thereto; and declaring an emergency. After much discussion of <br />recreational needs, the quality of the original plan, how the previous levy lost by <br />31 votes, the cost of repair of the current facilities and the operational costs of the <br />new one the Committee entertained a few suggestions of cuts. The Committee <br />also discussed timing to get the legislation on the ballot. Council members <br />seemed to embrace the wording of the new resolution as it adds more flexibility <br />and the possibility to use added funds from cost savings and value engineering to <br />enhance other recreational facilities in the community not mentioned in the <br />original plan. While there is no clear idea what those improvements might be, the <br />City even leaves open the possibility of enhancements to properties acquired post <br />levy. One resident spoke at the meeting and said he liked what we had now and <br />did not want to pay for improvements. The committee voted 3-0 to recommend to <br />Council. <br />AUDIENCE PARTICIPATION <br />No comments. <br />LEGISLATION <br />Ordinance 2018-64 introduced by Mayor Kennedy on behalf of himself, Councilman <br />Brossard, Councilwoman Hemann and Williamson was given its second reading. An <br />Ordinance renaming and amending Section 333.11 of the Traffic Code currently entitled <br />"Texting While Driving Prohibited" so as to further prohibit internet usage while driving <br />and additionally making a violation of Section 333.11 a primary offense, and declaring an <br />emergency, as amended. Councilman Brossard moved for adoption. The motion was <br />seconded by Councilwoman Williamson and passed unanimously. Ordinance 2018-64 <br />adopted 6-0. <br />Ordinance 2018-66 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2018, and <br />declaring an emergency. Councilman Schumann moved for adoption. The motion was <br />seconded by Councilman Brossard and passed unanimously. Ordinance 2018-66 adopted <br />6-0. <br />Resolution 2018-70 introduced by Mayor Kennedy and Councilwoman Hemann was <br />given its third reading. A Resolution authorizing the Mayor to enter into a contract with <br />Pelton Environmental Products for the purchase of 96 "UV Lamps" for use in the <br />disinfection process at the Wastewater Treatment Plant. Councilwoman Hemann moved <br />for adoption. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Resolution 2018-70 adopted 6-0. <br />Resolution 2018-71 introduced by Mayor Kennedy was given its second reading. A <br />Resolution determining to submit to the electors of the City the question of issuing bonds <br />for the purpose of improving the City's park and recreational facilities by constructing, <br />renovating, remodeling, adding to, furnishing, equipping and otherwise improving <br />2 <br />
