MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JULY 17, 2018 <br />Present: Council Members Glassburn, Hemann, Kearney, Limpert, Schumann & <br />Williamson <br />Also Present: Mayor Kennedy, Director of Human Resources Gallo, Director of Safety <br />& Service Glauner, Director of Law Gareau, and Director of Planning & <br />Development Lieber <br />Absent: Council President Jones, Councilman Brossard and Clerk of Council <br />Massarolo <br />Council President Pro Tem Hemann called the meeting to order at 7:15 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />The following legislation will be considered for passage under suspension of the rules <br />this evening: First Reading — Ordinance 2018-72 and Ordinance 2018-73. <br />REPORTS <br />Mayor Kennedy: <br />• No Report. <br />Director of Law Gareau: <br />• No Report. <br />Director of Finance Copfer: <br />• No report. <br />AUDIENCE PARTICIPATION <br />Terry Groden <br />25211 Chase Drive <br />Mr. Groden said he was attending on behalf of the School Board. He is here to follow up <br />on work the School and the City have already done regarding safety in the resolutions <br />each have passed. He said in 14 states there are laws that if a minor uses a weapon and <br />harms someone with it, the adults are criminally liable, but not in Ohio. Mr. Groden said <br />the City of Seattle, Washington recently proposed several measures regarding this issue, <br />including one were civil penalties through fines to adults would be imposed. Seattle also <br />proposed that firearms owners would be mandated to report any lost or stolen firearms. <br />Mr. Groden said he believes the State of Ohio has something on the books regarding the <br />
