Council Minutes of 7-17-2018 <br />second measure. Mr. Groden asked the City of North Olmsted to look at what Seattle has <br />proposed and see if those proposals or anything like it might make sense for North <br />Olmsted. He said he would provide copies of the Resolution from the School Board along <br />with copies of the Ordinance proposed by Seattle, Washington to Councilmembers after <br />the meeting. A copy of the North Olmsted School Board resolution passed out to Council <br />is attached to the Minutes. <br />LEGISLATION <br />Ordinance 2018-72 was introduced and placed on first reading by Councilman Schumann <br />on behalf of himself and Councilwoman Williamson. An Ordinance amending Chapter <br />1319 of the Codified Ordinances of the City of North Olmsted, entitled "Licensing of <br />Rental Units" for the purpose of establishing regulations for transient renters and further <br />establishing additional application requirements, and declaring an emergency. <br />Councilman Schumann moved to suspend the rules requiring three readings as it was <br />discussed in Caucus and is time sensitive. The motion was seconded by Councilwoman <br />Williamson and passed unanimously. Councilman Schumann moved for adoption. The <br />motion was seconded by Councilwoman Williamson and passed unanimously. Ordinance <br />2018-72 adopted 6-0. <br />Ordinance 2018-73 was introduced and placed on first reading by Council President Pro <br />Tem Hemann on behalf of herself, Council President Jones and all of Council. An <br />Ordinance to revise the Codified Ordinances by adopting current replacement pages; and <br />declaring an emergency. Council President Pro Tem Hemann moved to suspend the rules <br />requiring three readings as this was heard in Caucus and is time sensitive. The motion <br />was seconded by Councilman Schumann. Law Director Gareau asked for a point of order <br />and after discussion about who can make the motion, Councilman Schumann moved to <br />suspend the rules requiring three readings as this was heard in Caucus and is time <br />sensitive. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Councilman Schumann moved for adoption. The motion was seconded by <br />Councilwoman Williamson and passed unanimously. Ordinance 2018-73 adopted 6-0. <br />Resolution 2018-74 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution determining to proceed to submit to the electors of the City the question of <br />issuing bonds, in the aggregate principal amount of $43,250,000, for the purpose of <br />improving the City's park and recreational facilities by constructing, renovating, <br />remodeling, adding to, furnishing, equipping and otherwise improving buildings, <br />facilities and playing fields in the Recreation Center Complex and North Olmsted <br />Community Park and improving existing facilities at Barton and Bradley Park and <br />facilities on other city properties for recreational purposes, in each case providing <br />supporting site, street, sidewalk and parking improvements and necessary appurtenances <br />and work incidental thereto; and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman Glassburn asked to be acknowledged on how he would have voted on the <br />following questions in his absence: On 2018-64, No; On 2018-66, yes; On 2018-70, yes; <br />2018-71 no on suspension and no on the merits. <br />2 <br />
