Council Minutes of 9-4-2018 <br />Councilman Schumann Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 4, 2018 at 7:00 p.m. Present were <br />committee members Schumann, Brossard and Kearney; Council members Glassburn, <br />Hemann, Limpert and Williamson; Mayor Kennedy, Director of Human Resources Gallo, <br />Director of Safety & Service Glauner, Director of Planning & Development Lieber and <br />guests. <br />• Discussed was Ordinance 2018-78. An Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2018, and declaring an emergency. <br />There were a handful of changes. There was a decrease of $10,000 under Civil <br />Service Commission's contractual services and an increase of $10,000 under <br />Division of Information Systems' contractual services. There was a $4,000 <br />increase under contractual services and a decrease under capital outlay in the <br />Division of Building. This was for street file scanning and archiving. Under the <br />Division of Public Works, $15,000 was moved from salaries to contractual <br />services for a wood chipping machine and stump grinder. Under Law <br />Enforcement there was an increase of $63,500 for two new police cars that was <br />approved by Council not long ago. There was a $460,000 change in the Capital <br />Improvements fund of which $200,000 is a grant, $160,000 is for the new phone <br />system and $100,000 is for disaster recovery. There was a decrease of about <br />$168,000 in the Springvale accounts. Unfortunately, the Director wasn't here to <br />explain it to us and I did not get the information ahead of time on it. The <br />committee voted to recommend to Council 3-0, but requested more information <br />be provided on the Springvale change. <br />Councilman Limpert requested a moment of personal privilege. I know we talked about <br />this throughout the course of the last three years with the school, but I thought now was a <br />good point to just send a congratulations to the North Olmsted Board of Education. I <br />thought they have done a great job over the last few months coordinating the farewell and <br />walkthroughs of the high school and previously the middle school, but also the <br />walkthroughs of the new building. I thought they did a great job engaging the community <br />on that. I thank them for really putting forth a good effort and communication and <br />allowing everyone to say farewell to the previous schools, but welcoming the new one. <br />Great job to the Board of Education. Thank you. <br />Councilman Glassburn requested a moment of personal privilege. I would like to <br />acknowledge and thank Representative Greenspan. Representative Greenspan was <br />helpful with the $200,000 grant that was referenced in the Finance Committee Report and <br />he is here tonight.
