Council Minutes of 9-4-2018 <br />agreement with the Fraternal Order of Police/Ohio Labor Council for the Blue and Gold <br />Units and with the Corrections Officers, for the period January 1, 2018 through <br />December 31, 2020, and declaring an emergency. <br />Ordinance 2018-85 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to enter into a Community Reinvestment Area (CRA) <br />Agreement with Omni Senior Living, LLC. for the North Olmsted Senior Living <br />Community Project, and declaring an emergency. <br />Resolution 2018-86 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning & Development to make application on <br />behalf of the City of North Olmsted to participate in the Cuyahoga County Department of <br />Public Works County Road 50/50 Funding Program; further authorizing the Mayor to <br />accept funds, if awarded, and to execute a contract as required; and declaring an <br />emergency. Councilman Limpert moved to suspend the rules requiring three readings and <br />formal committee review as this was discussed in Caucus and is time sensitive. The <br />motion was seconded by Councilman Kearney and passed 7-0. Councilman Limpert <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution 2018-86 adopted 7-0. <br />Resolution 2018-87 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into a contract with Pole Barns Direct for the <br />material and labor to construct a cold storage building for use by the Service Department; <br />and declaring an emergency. Councilwoman Williamson moved to suspend the rules <br />requiring three readings and formal committee review as this was discussed in Caucus <br />and is time sensitive. The motion was seconded by Councilman Limpert and passed 6-1. <br />Councilman Glassburn voted no. Councilwoman Williamson moved for adoption. The <br />motion was seconded by Councilman Limpert and passed unanimously. Resolution 2018- <br />87 adopted 7-0. <br />Resolution 2018-88 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution declaring the opioid epidemic a public nuisance in the City of North Olmsted, <br />and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilwoman Williamson scheduled a Building, Zoning and Development meeting for <br />Tuesday, September 11, 2018 at 7:00 p.m. to discuss Ordinance 2018-77. The Director of <br />Planning & Development is asked to attend. <br />Councilman Brossard scheduled a Public Safety, Health and Welfare meeting for <br />Tuesday, September 11, 2018 at 7:10 p.m. to discuss Resolution 2018-88. The Director of <br />Law is asked to attend. <br />Councilman Schumann scheduled a Finance meeting for Tuesday, September 11, 2018 at <br />7:15 p.m. to discuss Resolution 2018-82, Resolution 2018-83, Resolution 2018-84 and <br />Resolution 2018-85. The Director of Finance, Director of Human Resources and Director <br />of Planning & Development are asked to attend. <br />5 <br />
